The Assistant General Manager supports the General Manager in directing the passenger transit operations. This position is based in Elkridge, MD in supporting the RTA of Central Maryland (Howard County). The Assistant General Manager is responsible for the day-to-day operations of the contract, facility and safety of personnel and passengers, customer service and managing the financials.

SUMMARY OF POSITION:
The Assistant General Manager of Operations is the front-line manager responsible for the daily operation of all fixed route (46 buses) and paratransit (32 vehicles) service which serve Howard, Anne Arundel, northern Prince George’s County and the City of Laurel. This position manages the day-to-day (7 days a week, 5 a.m. – 11 p.m.) operations of bus operators, dispatchers and operations supervisors. Additionally, the Assistant General Manager’s role is inclusive of the following but not limited to:
Key Responsibilities:
- Provide support, leadership and direction to assigned operating personnel to ensure safe, efficient, effective, and reliable service to the public.
- Ensures operational goals and objectives are met or exceeded.
- Ensures subordinate staff are well trained.
- Ensures all company policies and procedures are in place and being followed.
- Ensures the company vision, values and culture are understood, communicated and promoted throughout operations.
- Assumes first-line supervision of location employees.
- Directly oversees operations department supervisors.
- Successfully manages the Operations Department annual budget.
- Assumes responsibility of the General Manager during their absence.
- Assists the General Manager in day-to-day operational oversight.
- Participates in the disciplining of operations personnel.
- Completes necessary daily and/or weekly reports for the company and customer.
- Monitors and evaluates operations activities such as vehicle on-time statistics, missed runs, customer complaint data, accident data, road call data, and other operations related functions.
- Performs all other duties as assigned.
- Travel requirement outside of immediate area: <10%
Qualifications:
- Bachelor’s degree or equivalent in Transportation, Business Administration, Logistics or related field preferred.
- Minimum five (5) years of public transit experience with increasing responsibilities.
- Experience in development of runs, shift bids and run cuts.
- Fleet management experience preferred.
- Strong organizational skills.
- Strong analytical skills.
- Strong communication skills including written and verbal.
- Ability to work independently and self-starter.
- Strong supervision skills with ability to lead others to success.
- Ability to develop solutions to challenge through planning and implementation.
- Knowledge of State and Federal Transit Administration (FTA) regulations.
- Strong time management skills.
- Subject to DOT drug testing and physical, if applicable. DOT Regulation 49 CFR Part 40 does not authorize the use of Schedule I drugs, including cannabis, for any reason.
Physical Requirements:
- Must be able to work shifts or flexible work schedules as needed.
- The employee is generally subjected to long periods spent sitting, typing, or looking at a computer screen.
- Work environment will be a combination of both indoors and outdoors.
