Description

The Administrative Supervisor (Patient Flow/House Operations Supervisor) assumes responsibility for managing the relationship between patient placement, patient classification, and nurse staffing in order to optimize patient safety, patient satisfaction, and hospital access. With absolute accountability for inpatient placement procedures, this position has centralized authority for clinically-directed bed control throughout the medical center. The position implements predetermined patient placement algorithms which ensure that clinical staff are provided with a consistent approach to patient placement. The position serves as the chief administrative representative during non-business hours. In support of and in collaborating with nursing administration and/or unit-based management, the position bears responsibility for clinical practice in the nursing division.

Establishes the command center in the nursing office in the event of an internal or external disaster until the incident commander arrives on scene

Forecasts bed availability and bed demand by maintaining constant awareness of those beds into which inpatients can be admitted or transferred as soon as the demand occurs
Facilitates direct admission placement by collaborating with contract-based and hospital-based case managers in order to expedite the transfer of these patients to the medical center from other healthcare facilities
Verifies appropriate care level selection by ensuring that emergency admissions and direct admissions have been screened by the case manager and/or administrative supervisor using a clinical decision support tool (InterQual Criteria)
Makes effective and purposeful rounds of episodic and inpatient care areas.
Expedites the timely transfer of inpatients from a higher level of care to a lower level of care (ie from intensive care to progressive and/or medical/surgical care)
Assigns and directs assignments of inpatient beds based upon an understanding of care requirements, admission criteria, and regulatory criteria for the patient population housed in specific nursing units.
Determines the priority order for bed assignment when multiple patients are awaiting bed assignment to the same care level or receiving unit
Ensures and confirms that inpatient admission, discharge, and transfer processes are conducted timely and expeditiously in the inpatient care units
Ensures and confirms that assessment and re-assessment processes are implemented for boarding inpatients within defined time intervals in the episodic care units
Convenes routine and critical bed huddles using Electronic Bedboard to identify expectant discharges, admissions and transfers.
Obtains admission, discharge, and/or transfer orders from the primary physician whenever this is required in order to expedite patient flow
Collaborates with the case manager to expedite discharges and screen admission requests.
Collaborates with the unit lead in order to identify discharged patients who meet the criteria for waiting in the discharge lounge
Addresses patient, physician, staff concerns professionally and promptly.
Addresses personnel issues in order to promote a healthy work environment
Acts as a liaison for the department with other hospital departments, physicians, payors, patient's and patient's family members.

Department Specific Competencies

Manages decedent affairs by delegating simple case processing to the staffing coordinator group and retaining complex case processing for the administrative supervisor group
Pronounces patient death within thirty minutes of the request to do so if the criteria for death pronouncement by an administrative supervisor have been met
Responds to emergency codes which occur during the shift, including but not limited to: code blue, code red, code orange, code pink/purple, code grey, code silver
Adjusts staffing levels as needed in order to ensure that a sufficient quantity and appropriate mix of qualified staff are available to meet predefined patient care needs or exceptional patient care needs
Ensures that sitter utilization during the shift has been appropriately authorized
Ensures that out-of-cluster floating during the shift has been appropriately authorized
Coordinates social service referrals during off-shift operating hours
Manages employee health matters during off-shift operating hours
Interprets administrative, personnel, divisional, and departmental policies for nursing and ancillary staff
Coordinates emergency procedure scheduling during off-shift operating hours
Serves as the incident commander in a code red event and/or in a code orange event
Provides unit supervisors with employee performance information in order to assist them in evaluation preparation
