Overview:
The Director Information Technology provides strategic consultation and planning services on a wide range of Information Technology and Network Management topics to all levels of leadership within the Royal Ottawa Health Care Group.  This position guides and directs all activities associated with the delivery of services by the Information Technology team, Switchboard, as well as outside technology vendors.   The position oversees the implementation of service standards, metrics and human resource management; fostering positive employee, and partner relations specific to these services; including development and adherence to our cyber security standards.
 
The position oversees all activities related to the development, implementation, maintenance of, and adherence to the ROHCG’s IT policies and procedures covering the privacy, confidentiality and security of personal health information (including health information).   This position works with Senior Management and staff of the ROHCG, the Royal Ottawa Health Care Foundation, Mental Health Cluster and the University of Ottawa Institute for Mental Health Research to ensure implementation of technology, compliance with current and upcoming federal and provincial laws and corporate information privacy practices.
 
Duties and Responsibilities:
Accountability #1: IT Roadmap
  • Develops,implements and maintain a five year technology plan to support the hospital’s five year strategic plan.
  • Builds departmental capacity to ensure the delivery of IT services that meet corporate objectives and operational needs
  • Assesses and manages the availability and appropriateness of both human and technical resources, including staffing and organizational structure, to align with service delivery requirements.
  • Facilitates staff development planning, product lifecycle management, and departmental organizational redesign.
  • Develops and implements technology solutions that support patient care, education, and research initiatives within an academic health science center. 
 
Accountability #2: Director of Technology Operations
  • Oversees and directs major technology projects across all sites of The Royal, ensuring alignment with organizational goals.
  • Leads the development and integration of departmental goals and objectives with those of Program Management and the overall mission of ROHCG.
  • Ensures compliance with corporate administrative and operational policies, maintaining high standards of governance.
  • Manages expenditures to adhere to budgetary constraints while maximizing resource allocation.
  • Identify opportunities for program improvement by applying best practices and innovative solutions.
  • Develop and manage annual operating and capital budgets for information technology, including long-term fiscal planning. 
 
Accountability #3: Team Leadership & Management
  • Leads and directs the daily operations of the Network team, ensuring optimal performance and timely support.
  • Oversees day-to-day operations of the department, providing leadership, guidance, and support to staff, including direct management of client services , and network teams
  • Oversees the Client Services team to deliver exceptional service and effectively address user needs and concerns.
  • Collaborates with the Application Manager to support the daily operations of the Application team, fostering a culture of innovation and excellence 
Accountability #4: Policy Development & Compliance Oversight
  • Directs, reviews, and authorizes the content of related IT policies to ensure alignment with organizational goals and industry standards.
  • Implements monitoring capabilities to assess and verify compliance with established policies, ensuring continuous improvement and accountability.
  • Collaborates with stakeholders to ensure that IT policies are effectively communicated and understood across the organization.
  • Conducts regular reviews of policies to identify opportunities for updates and enhancements based on evolving best practices and regulatory requirements.
Accountability #5: Vendor Management & Service Optimization
  • Oversees and directs services provided by the department and external vendors to enhance performance and efficiency.
  • Manages the daily activities of onsite vendors and contractors, ensuring compliance with organizational standards and performance expectations.
  • Directs and monitors IT corporate services delivered through outsourced vendors, ensuring alignment with organizational goals.
  • Contributes to the development of specifications and actively participates in the evaluation of outsourced service and equipment requests.
  • Establishes and maintains strong relationships with key vendors to ensure effective collaboration and communication.
Accountability #6: Cybersecruity & Compliance
  • Manages the IT and cybersecurity budgets to ensure optimal resource allocation and financial oversight.
  • Develops and enforces comprehensive IT security policies, protocols, and procedures, ensuring compliance with relevant regulations, standards, and best practices
  • Responds to security threats effectively to minimize downtime and control expenditures.
  • Conducts risk assessments and vulnerability management, and develop robust IT disaster recovery and business continuity plans.
  • Provides strategic advice to the CEO, leadership team, and board members on all matters related to organizational cybersecurity.
  • Facilitates regular mock incident drills and tabletop exercises to enhance preparedness and response capabilities.
Accountability #7: Strategic Planning in Support of Corporate Strategic Goals
  • Plans and recommends technology initiatives to leadership that align with the corporate strategic direction and support overall organizational goals.
  • Monitors and manages the delivery of technology projects, ensuring ongoing alignment with strategic plans and adapting as necessary for effectiveness.
  • Translates the organization's vision and mission into clear and effective IT strategic and operational plans, policies and programs.
  • Establishes and selects appropriate technical solutions that are cost effective, viable, and stable and IT solutions that support the goals of the hospital.
  • Communicates the strategic direction effectively to staff, department heads, and key business and clinical stakeholders, fostering alignment and collaboration.
Accountability #8: Liaison with Champlain LHIN and Healthcare Facilities on Technology Matters
  • Collaborates with the Champlain LHIN to ensure ROHCG is informed about and actively participates in technology-related initiatives and opportunities.
  • Engages with regional and provincial groups, including the Ministry of Health, to align ROHCG’s technology strategies with broader healthcare objectives.
  • Coordinates and participates in joint technology projects and initiatives with other healthcare facilities to drive innovation and improve patient care across the region

Qualifications:
  • Bachelor’s Degree in Business, Informatics, or a related field.
  • Over 10 years of leadership experience in IT management, including financial oversight and vendor/contract management.
  • Proven track record in implementing transformational information systems, including integrated EMR/EHR and Microsoft O365 with Azure Active Directory.
  • Strong expertise in cloud environments, AI technologies, and cybersecurity, with advanced problem-solving skills.
  • Strong understanding of interpersonal dynamics and organizational behavior.
  • Extensive knowledge of current technology trends, products, and technical best practices.
  • In-depth understanding of the technical vendor landscape
  • Proven experience developing and monitoring strategies, financial plans, project proposals and budgets with respect to IT
  • Familiarity with the Meditech clinical environment and clinical information systems.
  • Proven expertise in complex project management and process re-engineering
  • Experience in healthcare informatics and technology partnerships
  • Exceptional oral and written communication skills, with the ability to engage effectively across varying technical competency levels
  • Proven ability to set and communicate strategic direction, while leading, motivating, and coaching teams to realize their full potential.
  • Strong conflict management skills, capable of resolving interpersonal issues constructively
  • Effective change agent with a track record of driving organizational transformation.
  • Experience participating in executive-level discussions and functions, contributing to strategic decision-making.

  • Signing authority for specific budget cost centers within  corporate limit policies
  • Hire & termination recommendation authority within corporate limit policies
  • Review & authorize payment for monthly invoices associated with long term contracts
  • English level A- is mandatory in oral expression, oral comprehension, reading comprehension and written expression. Bilingual (English/French) is considered an asset

Salary Range: $67.50 to  $80.61 per hour
