Manager, Application Development

This position will provide strategic and operational leadership for services, and day to day management of a professional team of developers, third-party providers, and other internal providers. This role will be responsible for providing and implementing solutions that effectively support and scale to meet the growing demands of the organization, lead quality assurance, and provide operational support for custom and purchased applications. This position will also work collaboratively on a series of cross-organizational teams to meet functional and technical customer requirements. What You’ll Be Doing:

  • Lead and advance the enterprise application strategy and roadmap.
  • Work with onshore and offshore vendors to maintain relationships, oversee consultants, and resource teams as needed based on required capabilities and budget
  • Work with Program Management to understand upcoming resource needs, current constraints, and staffing capacities.
  • Ensure successful integration of the strategy with IT Enterprise Services through coordination with the VP of IT Architecture and Solutions and other IT leaders.
  • Ensure the development architecture and methods of implementation are flexible and maintainable
  • Ensure that development teams properly utilize Institutes DevOps and Release Management processes
  • Ensure that design, development, and automation on common cloud platforms conforms with Institutes architecture standards and objectives
  • Manage application development and QA teams executing on design models, information architecture, process, development, testing, and implementation.
  • Ensure that applications, whether custom, purchased, or hybrid, adhere to identified business functional requirements, system compliance, architectural guidelines, and security best practices.
  • Champion development, security, and operations principles, and ensure methodologies and practices for the application life cycle management are in line with best practice and practical experience of continuous improvement.
  • Consult with other departments to provide technical guidance and solutions to business needs and challenges.
  • Ensure maintenance and security requirements are proactively being addressed.
  • Provide leadership in evaluating new technologies, best practices, and usage for integration with enterprise systems and architecture. Keep abreast of changing technologies to support the current and future needs of the enterprise, making recommendations.
  • Provide leadership and guidance by coaching, motivating, and managing application development team members to help them achieve success. Conduct performance appraisals for direct reports. Propose growth opportunities and paths which will aid them in their career development.

Education and Experience

  • Undergraduate degree required, Master’s Degree preferred.
  • 7 years of experience developing and deploying software applications.
  • 3 years of experience in a management role leading technical resources required.
  • Experience with the following technologies: Open source content management frameworks and open source and COTS Front End delivery frameworks for web, mobile, and business application platforms; hosting technology, with experience in popular application, web, and mobile tech stacks; Version control and configuration management; Virtualization and Cloud technology; Web API design and integration for 3rd party integrations; and Responsive design, Accessibility, and User Experience (UX).
  • Experience with the following programming languages: HTML, CSS, JavaScript, PHP, popular JS frameworks such as React.
  • Experience with DevOps models a plus, including build tools, automating testing as well as local development environments, tools, and best practices

Role is hybrid with at least two days each week in the office. Candidates should be able to commute to Malvern, PA at least two days per week.
