SuprTEK is seeking a qualified Program Manager with a prior Air Force or military background to lead a team of 90+ Scrum Masters, Software Engineers, Software Testers, Product Owners/Business Analysts, System Administrators and Support Personnel engaged in the development, test, delivery and sustainment of the Dynamic Mission Re-planning (DMR) and Consolidated Air Mission Planning System (CAMPS) Increment 1 Command and Control suite of applications for Air Mobility Command’s 618th Air Operations Center (AOC) at Scott AFB, Illinois. 

 

The successful candidate will lead as many as nine (9) teams of highly skilled and motivated technical personnel through the Scaled Agile Framework (SAFe) software development methodology.  Will also lead a separate team of professionals matrixed to the Agile development teams, providing essential back-office IT and support services to include: system administration of the on-site development, test and integration environment, configuration management, quality assurance, information security, and technical documentation. 

 

Other responsibilities include the following:

 

  • In concert with the Deputy Program Manager, Solution Architect/Chief Engineer, Requirements Manager, DevSecOps Lead, Test Director and Operations Support Manager:

Oversees the entire Agile software development lifecycle

-  Monitors, tracks, controls and reports on the status of all program SAFe Agile ceremonies 

  • Manages the creation, coordination and approval of team policies, processes and procedures in all primary and supporting business areas to include program management, software development and test, software sustainment, quality assurance, configuration management, information security, and system administration.
  • Authors, collaborates, coordinates and manages various program management documents to include:  project charters, project plans, task order management plans, etc.
  • In coordination with the Requirements Manager and Operations Support Manager develops, maintains/continuously updates and socializes key program schedule artifacts.
  • Ensures all Program deliverables are completed with a high degree of accuracy and completeness and submitted by the due dates set forth in the Government’s Table of Deliverables within the PWS.
  • Works closely with the program’s Project Control Analyst to establish, manage, control, and report on the program’s funding – current year’s budget and future option years.  Reviews and approves monthly program invoices for accuracy prior to submission to the Government.  .
  • In conjunction with Partners’ Program Managers/Site Leads, ensures vacant positions are filled in a timely manner with qualified technical personnel in terms of education, training, experience and domain knowledge. Conducts phone screens and face-to-face or virtual interviews with candidates seeking technical leadership positions on the team.
  • Prepares, reviews. approves and submits Weekly Activity Reports and Monthly Status Reports to the Program’s Contracting Officer Representative, other Government Stakeholders and the Vice President for System Engineering and Delivery.
  • Conducts initial 90-day performance feedback sessions and annual performance reviews; recommends promotions, salary increases and performance bonuses
  • Prepares, reviews. approves and submits Weekly Activity Reports and Monthly Status Reports to the Program’s Contracting Officer Representative, other Government Stakeholders and the Vice President for System Engineering and Delivery.

 

Qualification Requirements

 

  • A firm grasp and understanding of the Program Management Institute’s project management fundamentals with a demonstrated ability to execute those fundamentals are crucial elements for success in this highly visible and fast paced position.   
  • 10+ years of experience working directly with clients and multiple providers of IT services in Medium to Large Enterprise environments, minimum of 5-years of experience with DoD.
  • 8+ years of Program/Project Management experience, preferably in software application development or sustainment.  Direct experience with managing software development programs within the Air Force a plus. Enterprise application development experience a plus.
  • Demonstrated knowledge in planning, directing, and leading software development or sustainment projects and teams for a program of this size (90+ personnel, annual operating budget of $14+M).
     

Technical Skills/Certifications Requirements

  • Bachelor’s degree in an IT related field (or equivalent experience) with at least 3 years of recent IT or software program management experience.
  • Active PMP Certification desired, but the willingness to get a PMP in a timely manner is required.
  • Demonstrated knowledge of the Agile Software Development methodology; Agile or SAFe certification(s) a plus. 
  • ITIL Foundation Certification a plus.  Security+ a plus.
  • Conversant with all phases of the SDLC.
  • Proficient with Microsoft Word, Excel, PowerPoint and Project.
  • A team player willing to roll-up one’s sleeves and help/support where needed and when needed for the greater good of the team and program.
  • Exceptional work ethic, excellent written and verbal communication skills, and a good working knowledge of ITSM service delivery based on the ITIL framework.
  • Experience managing medium to large program execution teams across several technical disciplines.
  • Must be capable of dealing confidently and professionally with customers, be a team player and build good working relationships across all functions and teams.
  • Organized and analytical, able to eliminate obstacles through creative and adaptive approaches, to obtain results under tight deadlines.
  • An active Secret security clearance or higher is strongly preferred; requires US Citizenship and ability to obtain Secret.
