HSE Manager

Role Purpose

To develop and maintain statutory compliance and industrial good practice in the operation of Health, Safety & Environmental policies, procedures, processes and training.

Key Accountabilities

Health Safety & Environment
 • Maintains awareness of current developments in UK and EU safety and environmental statutory     
   requirements and good industrial practice to be able to develop, gain agreement for and implement 
   compliant HS&E strategy, policies, procedures and processes.
•  Ensures that Company and statutory reporting, information and applications are prepared and
   submitted in an accurate and timely manner to ensure compliance with both existing and future UK
   and EU Legislation.
•  Provides and maintains a comprehensive Health, Safety & Environmental advisory and support
   service to the company, including specialist support and liaison with managers, staff and other
   relevant parties to formulate appropriate HS&E practices.
•  Ensures that environmental inspection and monitoring arrangements are in place & maintained so
   that data is captured and recorded in an accurate and timely manner, and that critical analysis is
   undertaken to verify and interpret data in the interests of ensuring the site operates to permissible
   levels of environmental impact. 
•  Manages Joint Health Safety & Environmental Meetings and relevant Campaigns to raise staff
   awareness of HS&E issues.
•  Develops and implements an annual HS&E Training Plan and, on request by departments, assists
   with identifying the standards of training for employees with regard to HS&E responsibilities, duties
   and practices.
•  In conjunction with all relevant departments, will organize assessment of new equipment after
   installation
•  Leads statutory audits as directed by current legislation and site operating requirements, to identify
   risk areas and reduce potential loss to individuals and the Company.
•  Leads safety walks; Daily, Weekly, Monthly, Annually dependent on Action Plan
•  Maintains and periodically reviews health surveillance arrangements, which are available to all
   employees, and as identified by departments and by current and future legislation to ensure the
   health and welfare of employees.
•  Responsible for the X-ray control ;Documentation and Monitoring based on assigned RPA
   instruction.
•  Responsible for ensuring all UK legislation is met for Working With Lead and all protection
   measures are in place and adhered to.
•  To establish CE marking control ;Documentation and Monitor as per regulations. 
•  To carry out initial assessments and routine inspections of newly installed equipment to meets HSE
    standards.
•  To liaise with local emergency services and be first port of call.
•  To ensure all employees have undergone the required basic Fire Safety Awareness training by
   certified provider. 
•  To ensure adequate Fire Evacuation Processes, Fire Wardens and Fire Extinguisher Training is
   maintained at all times. 
•  To ensure at least the required minimum number of Health & Safety Representatives & First Aiders
   are trained within the workforce. 
•  Ensures that the safety of contractors working on the company premises is monitored and
   communicates advice and instructions as necessary to promote safe working to the relevant
   company.
•  Maintains and controls hygiene and pest prevention arrangements from external resources to
   support individual health, safety and welfare.
•  Maintains and controls Site Security via external resources to support security, safety and welfare.

 Management Responsibility
•  Manages and distributes the IMS Department’s workload, in order to ensure that specific tasks,
   responsibilities and accountabilities are clearly defined and understood within the team.
•  Responsible for the performance and development of all staff within the HSE department, including
   effective implementation of the Performance Evaluation and development planning processes.
•  Supports the business as necessary with the training and development of staff on HSE-related
    topics.
•  Ensures the satisfactory management and resolution of employee relations issues within area of
   responsibility. 
•  Routinely reviews and evaluates the effectiveness of communication across the team. 
•  Manages the budget for the cost centre. 
 
Employer’s Responsibility for Health, Safety & Environment 
It shall be the duty of every employer;
(a)  to ensure, so far as is reasonably practicable, the health, safety and welfare at work of all its
      employees
(b)  in so far as is reasonably practicable, to protect the local environment and to identify and apply 
      any controls as may be required under the Regulations, as these relate to the employer’s
      operations.
 
Employee’s Responsibility for Health, Safety & Environment
It shall be the duty of every employee whilst at work;
(a)  to take reasonable care for the health and safety of themselves and of other persons who may
      be affected by their acts or omissions at work.
(b)  to be aware of any impact on the local environment or surroundings, or pollution to the land, air or
      water, that may occur as a result of undertaking their work, and to understand the controls that   
      are in place to ensure that environmental impact is minimised.
(c)  to report to their employer, as soon as is reasonably practical, any unplanned environmental
      impact they may become aware of in the course of their duties
(d)  as regards any duty or requirement imposed on the employer or any other person by or under
      any of the relevant statutory provisions, to co-operate so far as is necessary to enable that duty or
      requirement to be performed or complied with. 
 
Preferred Knowledge / Skills / Experience
•  >10 years experience within HSE Environment, >3 yrs Management experience. 
•  Professional Health & Safety or Environmental qualification (min NEBOSH Dip part 2) and/or
   Corporate membership of IOSH (MIOSH).
•  Registered Safety Practitioner (RSP).
•  Proven experience within a process industry, quality systems (ISO 9000, Six Sigma, etc.), quality
   system auditing, etc. Statistical qualifications & experience in industrial/manufacturing applications.
•  Leadership, drive and commitment and the ability to gain commitment and support from others.
•  Effective planning, organisation and project management skills.
•  Proactivity and commitment.
•  Ability and desire to interact with internal and external customers, and with other departments on
   projects and programs.
•  Strong IT skills essential.

About our project in Port of Nigg, Highland
Sumitomo Electric is one of the leading global manufacturers of state-of-the-art high-end electricity transmission cables, up to and including 525kV HVDC(High Voltage Direct Current) cable.
The new factory at Nigg, with investment value announced by the Scottish Government of £350M, will make a significant contribution towards realisation of the UK Net Zero Target by contributing to critical electricity transmission infrastructure to connect and deliver renewable energy, including offshore wind, to UK consumers and beyond.  In addition, the factory will create more than 150 highly skilled jobs in the Scottish Highlands, with maximum utilisation of the local supply chain for production of cables and construction of transmission cable systems.
In a significant boost for the UK green energy supply chain, Sumitomo Electric has commenced construction of its state-of-the-art subsea transmission cable factory in the Scottish Highlands. The factory will supply critical elements for the reinforcement of the UK electricity transmission grid and for connecting renewable energy production facilities to the grid.
