Range Development Manager


SRC, Inc. is seeking candidates to serve as special activities Range Development Manager and Target Evaluation Analyst supporting the Department of Defense and its efforts to identify and characterize adversary threat networks and infrastructure across multiple domains at a high voltage electrical power test and training range.  Individual will serve as the full-time, on site manager for the Joint Electrical Power Range (JEPR) in the Colorado Springs, Colorado area.  Individual will assist in the day-to-day coordination with the range construction as well as serve as the Range Manager and supervisor for all activities and maintenance of the facilities.  Candidate will be required to understand, evaluate and provide in-depth analysis of cyber operations and planning, adversary intelligence, recognize technical and/or operational vulnerabilities, gaps, and assist in replicating threat representative target network for demonstrations and evaluation.  Candidate should have working knowledge of industrial control systems (ICS), and supervisory control and data acquisition (SCADA) functions as related to electrical power.   

Responsibilities

  • Coordinate activities related to the construction and establishment of a first of a kind DoD infrastructure training and evaluation range.
  • Interface with the construction general contractor and subcontractors and with base organizations in order to facilitate construction activities on a military installation.   
  • Serve as the range planning manager, training design integrator and coordinator for multiple government and private organization stakeholders to effectively and efficient utilize the JEPR.  
  • Coordinate with base Range Operations to integrate and deconflict training events with organic, assigned and tenant units.    
  • Coordinate with the research and development, and operational communities to promote the capabilities and capacity of the range to solve challenging problems for DoD and the USG
  • Collaborate with the Intelligence Community and Service Intelligence Organizations for understanding of adversary threat networks and how to replicate these networks both physically and logically for the range
  • Conduct in-depth analysis of available data collection sensors and equipment to provide the best industry available recommendations for the training range
  • Coordinate with base Network Enterprise Center (NEC) as well as the Joint Information Operations Range (JIOR) and other secure networks managers for distributed operations with the JEPR.
  • Serve as the exercise manager to integrate the JEPR into the larger DoD joint and service exercises as well as interagency USG exercises 

Position Requirements

  • Bachelor’s degree and fifteen or more years of experience in military planning, targeting, conventional and cyberspace operations (any equivalent combination of education, relevant training, and related experience is acceptable)
  • Demonstrated experience with military operational planning process (APEX, JOPES, MDMP, MCPP) to include writing CONOPS, plans and requirements
  • Demonstrated knowledge of adversary target system analysis and the targeting process
  • Understanding of DoD military exercises and exercise processes
  • Understanding of DoD capability development process
  • Understanding of ICS and SCADA functions
  • Demonstrated knowledge and experience with special access programs
  • Must have strong interpersonal, writing and speaking skills and be able to work as a member of a diverse team
  • Must be willing to submit to a CI polygraph if an active polygraph is not currently held
