The General Fund Enterprise Business System (GFEBS)Budget Support Analyst provides support with systems, applications, and products (SAP) to the Armed Forces Medical Examiners System (AFMES) in Dover, DE. The GFEBS Budget Support Analyst 2 will rely on the SAP advice and expertise to leverage the Enterprise Resource Planning (ERP) financial system and GFEBS to provide solutions to complex funding authorizations. The GFEBS Budget Support Analyst is critical to successful AFMES operations, and the candidate will be required to work collaboratively and productively with resource management staff
***This is a 100% on-site position
Responsibilities will include but are not limited to:
- Run management and financial reports in GFEBS to include status of funds reports, open commitment reports, open obligation reports, and cost management reports.
- Customize financial reports and create detailed worksheets with financial information pertaining to commitments, obligations, expenses, and other activities to be used for reconciliation and informational purposes to execute multi-million-dollar budget.
- Researching and reconciling ULOs (unliquidated obligations) and UMTs (unmatched transactions) for current and prior year funds.
- Completing the Dormant Account Review - Quarterly (DAR-Q) and Joint Reconciliation Program (JRP) audit taskers.
- Review and analyze error reports in order to make corrections in GFEBS to include interface monitor errors.
- Troubleshoot IDOCS and interfacing issues with DMLSS, SPS, and Access On-line.
- Provide Technical assistance, monitoring the status of GFEBS initiatives, and coordinating meetings as requested by the organization.
- Assist in the establishment of any new GFEBS functionalities, such as Project Systems/Projects.
- Deliver training to include developing job aids at both the individual and group levels; directly assisting individuals with creating Purchase Requisitions, Work Breakdown Structures (WBS) and reports in ERP and BI.
- Other duties as assigned once approved by both the Project Manager (PM) and Contracting Office Representative (COR).
Minimum Education and Experience Requirements:
- Bachelor’s degree in a financial related field or 5 years resource management experience.
- Funds Management/Funds Distribution,
- Spending Chain/pre-commitment processing/Outgoing MIPR.
- Reimbursable Business Process to include in-coming MIPR processing.
- Government Purchase Card (GPC) support.
- Payroll cycle, labor allocation; Cost Management Business Process, project systems, and travel reimbursements.
- Must be able to successfully complete a National Agency Check with Inquiries (NAC-I).
- Ability to work independently on multiple tasks with minimal supervision.
- Have advanced knowledge in operating software applications, e.g. electronic mail, Outlook, Word, Power Point, Excel and other software packages.
- Candidates must be US citizens and able to pass a NAC-I Security Background Investigation.
