General Purpose of Job         

1st Class        

This position is responsible for the installation, inspection, testing, maintenance, and repair of all types of electric meters and instrument rated metering equipment and control systems used in a distribution electric utility.        

         

2nd Class        

This position will assist in the installation, inspection, testing, maintenance, and repair of all types of electric meters and instrument rated metering equipment and control systems used in a distribution electric utility.

  • Ability to operate a variety of office equipment, including a personal computer, printers, copy machines, telephone, and fax machine.
  • Ability to work irregular hours for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations.
  • A valid Florida driver’s license for regular driving privileges of a company vehicle; must have and maintain an acceptable driving record as determined by SECO Energy.
  • Frequent business travel to all areas of service territory required.
  • The normal work week consists of five (5) consecutive eight (8) hour days, or four (4) consecutive ten (10) hour days, exclusive of mealtimes, Monday through Friday between the hours of 6:00 a.m. and 12:00 midnight.
    • The Cooperative will determine if an eight (8) hour or ten (10) hour schedule will be used and shall establish the normal schedule of starting and quitting time.
    • Shift schedules may be changed by giving a 36-hour notice of the changed schedule.
  • General office environment, regular driving and supervised field work with exposure to energized and de-energized equipment; exposure to adverse weather conditions and electrical hazards.
  • Successful completion of pre-employment background check, physical and drug screen.

         

Living Requirement                     

To ensure a timely response to callouts, employees in this classification must live within a 40-mile radius from the assigned work location. Employees who live more than a 40-mile radius from their assigned work center must relocate within their first 6 months of employment or transfer.           

All employees living within the thirty (30) mile radius and are subject to call-outs, are expected to meet the one (1) hour response requirement as stated in Article 10.5. Those employees living over thirty (30) miles but no more than forty (40) miles and subject to call-outs will be required to report within ninety (90) minutes. Regardless of the living distance, employees that are on-call and provided with a SECO vehicle are required to respond within forty-five (45) minutes as detailed in Article 10.5.

  • Proficiency in the programming, testing and repairs of electronic meters and ability to trouble shoot electrical circuits.

  • Technical knowledge of all types of electrical meters, electrical recording instruments, and meter-related work practices, tools, materials and equipment; knowledge of the National Electric Safety Code and familiarity with the National Electric Code.
  • English is the primary business language. Second language in Spanish is desirable.

  • Ability to acquire and demonstrate acceptable knowledge and skill of the following, to include but not limited to:
    • Ability to perform simple circuit analysis using AC and DC fundamentals for electrical troubleshooting.
    • Ability to program, test and repair electronic meters and associated equipment; ability to use various testing equipment for the purpose of troubleshooting and repair of equipment.
    • Knowledge of Automated Metering Infrastructure (AMI).
    • Knowledge of all types of electrical meters, electrical recording instruments, and meter-related work practices, tools, materials, and equipment; knowledge of the National Electric Safety Code and familiarity with the National Electric Code.
    • Proficiency in electrical mathematics to perform appropriate electrical calculations, reading and writing skills and a clear understanding of electricity.
    • Read and interpret metering design drawings, RUS construction units, material components and assembly specifications.
  • Ability to work at heights and from buckets; perform first aid, CPR, and bucket rescue; and learn emergency response communication protocol.
  • Ability to work independently and in a team environment to accomplish goals and meet deadlines; to manage stress and pressure in a frequently changing environment.
  • Aptitude and commitment to successfully complete all required modules of a SECO approved Meter Technician Certification program within a specified time for qualification through testing and observation to progress in the classification to the position of Meter Technician 1st Class.
  • Demonstrated basic skill in personal computer operations with ability to enter and extract data; knowledge of MS Office Products; ability to acquire knowledge of corporate computer systems as they relate to the position.

Essential Duties and Responsibilities

1st Class        

  • Install and maintain control systems and electrical apparatus on Cooperative facilities, as directed. Set and maintain single and multi-phase metering above 200 amps and above. 
  • Program, install and download voltage, current and disturbance meters, and recorders on customers’ equipment; perform required electrical meter calculations; and analyze power quality investigations. Establish communications to capacitor banks and meters.
  • Install, replace, test, and calibrate single-phase and multi-phase meters, LM Devices and cap bank equipment by ANSI and SECO standards using computer driven calibration equipment; document information on all tested and/or repaired equipment; ensure all meters are sealed after testing. Build, test, and commission new CT; install wiring for CT and PT metering as directed.
  • Complete paperwork and record keeping associated with job functions in a neat and timely manner; maintain required test documentation; and record accurate daily timesheets and charge time to proper accounts.
  • Maintain good housekeeping of meter area and all outside storage areas at all times. Thoroughly clean and refurbish meters, meter bases and all other associated metering equipment as needed. Ensure work locations are left in a condition appropriate for public safety and customer satisfaction. Operate equipment such as forklifts and pulling equipment as needed.
  • Maintain current knowledge of equipment, RUS specifications, OSHA regulations, GIS/mapping system and other operational and regulatory systems related to the responsibilities of the position. Assume responsibility and maintain assigned tools, materials, and equipment in a safe and efficient condition. Maintains vehicle and ensures vehicle is stocked with proper material.

2nd Class        

While receiving supervision, perform the following duties to include, but not limited to:        

  • Assist with installing and maintaining control systems and electrical apparatus on cooperative facilities, as directed.
  • Install recording instruments, power quality devices and perform power quality surveys.
  • Install wiring for CT and PT metering as directed.
  • Perform field testing of metering installations and meter replacements; Build and test new CT meter services.
  • Program, install and download voltage, current and disturbance recorders on customers’ equipment.
  • Set and maintain single and multi-phase metering above 200 amps.
  • Test and calibrate single-phase and multi-phase meters by ANSI and SECO standards using computer driven calibration equipment; document information on all tested and/or repaired equipment; ensure all meters are sealed after testing.
