Summary
The ServiceNow Developer – Application & Strategic Portfolio Management (APM/SPM) is responsible for configuring and supporting ServiceNow capabilities that enable application rationalization, business capability alignment, and portfolio‑level scenario planning.
This role centers on APM and SPM configuration used to support executive and leadership decision‑making related to application investment, modernization, and retirement. It is not an ITSM‑first role and does not focus on transactional workflow automation. Instead, the emphasis is on decision‑support use cases, governed data relationships, and portfolio visibility.
The developer will partner with ServiceNow architects, process leads, and application stakeholders in a sprint‑based delivery model, helping ensure solutions are maintainable, well‑documented, and clearly understood by internal teams after implementation.

Key Responsibilities
- Strategic Portfolio Management (SPM)
- Configure SPM Scenario Planning to support portfolio “what‑if” analysis and sequencing decisions
- Build and maintain SPM roadmaps and scenario comparison views for portfolio planning discussions
- Configure and support relationships between applications, capabilities, and SPM planning artifacts
- Assist with scenario governance, including scenario creation, comparison, approval, and retirement
Application Portfolio Management (APM)- Configure and stabilize APM Rationalization Workspace features
- Support application lifecycle and rationalization outcomes using configuration over custom development
- Maintain application‑to‑capability mappings (typically L1–L2) that feed portfolio and scenario analysis
- Support configuration used for lifecycle, technical, and dependency‑aware application analysis
Platform Configuration & Quality- Configure dashboards, workspaces, and views that deliver portfolio‑level insights across APM and SPM
- Perform unit testing, smoke testing, and promotion validation for APM/SPM changes
- Support UAT execution, defect resolution, and stabilization during release cycles
- Ensure configurations comply with platform governance, naming standards, and lifecycle rules
- Favor out‑of‑the‑box ServiceNow capabilities and avoid unnecessary customization
Collaboration & Delivery- Translate functional and portfolio needs into clear, build‑ready ServiceNow configuration tasks
- Work with architects and process leads to ensure stories meet Definition of Ready (DoR) and Definition of Done (DoD) criteria
- Contribute to documentation, runbooks, and knowledge‑transfer materials
- Support delivery practices that emphasize clarity, sustainability, and internal ownership
Requirements
- 3+ years of ServiceNow development or configuration experience
- Hands‑on experience with Application Portfolio Management (APM) and/or Strategic Portfolio Management (SPM)
- Solid understanding of ServiceNow data models and relationships used for portfolio analysis
- Experience working in Agile or sprint‑based delivery environments
- Ability to support decision‑support solutions, not just operational workflows
- Experience participating in UAT, release promotions, and post‑release stabilization
Preferred Skills
- Experience configuring:
- Familiarity with business capability modeling (L1–L2) and its role in portfolio planning
- Exposure to CMDB and Discovery as upstream data sources, without owning CMDB remediation
- Experience supporting large or complex environments with distributed application ownership
- ServiceNow certifications (preferred, not required):
Technical Skills
- ServiceNow platform configuration and scripting fundamentals
- Experience with ServiceNow workspaces, dashboards, and reporting
- Familiarity with ATF or similar testing approaches
- Comfort working with governed, partially complete data (“good‑enough” maturity)
