Program Overview
RIVA Solutions supports the HHS Financial Management Portfolio program, providing technology, operations, service management, and modernization support for critical financial management systems and related business processes.
The HHS FMP program requires strong collaboration across federal stakeholders, business users, functional teams, technical teams, service management teams, and financial system owners. This work supports reliable system operations, modernization efforts, requirements management, system enhancements, issue resolution, and continuous improvement across mission-critical federal financial management environments.
The Federal Financial Systems Functional Analyst will support business engagement, requirements analysis, functional documentation, solution alignment, Agile delivery, and operational support across Oracle Federal Financials, Oracle E-Business Suite, and custom Oracle-based financial platforms.
Position Overview
RIVA Solutions is seeking a highly motivated Federal Financial Systems Functional Analyst to support financial system operations and modernization efforts for the HHS Financial Management Portfolio program.
This role requires strong experience in federal financial environments, with hands-on knowledge of Oracle E-Business Suite, Oracle Federal Financials, and custom Oracle-based financial solutions such as AFPS or similar systems. The Functional Analyst will work directly with federal stakeholders and end users to understand business needs, document requirements, analyze system functionality, support enhancement efforts, and guide customers through solutions across both COTS and custom financial platforms.
The ideal candidate is a strong communicator, problem solver, and analytical thinker who can translate complex federal financial processes into clear functional and system requirements. This role is well-suited for someone who can lead working sessions, connect business needs to system capabilities, and collaborate closely with technical teams to support delivery.
Core Responsibilities
Federal Customer Engagement & Requirements Gathering
- Engage directly with federal customers, business users, and end users to understand financial processes, operational needs, requirements, and challenges.
- Facilitate discussions, workshops, working sessions, and requirements meetings with stakeholders across functional and technical teams.
- Gather, analyze, refine, and manage business, functional, and system requirements.
- Translate business needs into clear functional and system requirements across Oracle EBS and custom financial systems.
- Support stakeholder alignment by clearly documenting decisions, assumptions, dependencies, risks, and open action items.
- Maintain strong working relationships with federal customers and program stakeholders.
Oracle EBS & Custom Financial Systems Support
- Support implementation, enhancement, and operations of Oracle Federal Financials and Oracle E-Business Suite modules.
- Provide functional support for Oracle Federal Financials areas such as General Ledger, Accounts Payable, Accounts Receivable, and Project Accounting.
- Support custom Oracle-based solutions related to financial, payroll accounting, feeder, or intermediary business processes.
- Analyze cross-system flows between Oracle EBS and custom platforms such as AFPS or similar systems.
- Break down complex financial system interactions and clearly present impacts, options, and recommended solutions to stakeholders.
- Collaborate with technical teams to ensure proposed solutions align with system functionality, business rules, and operational needs.
Functional Documentation & Business Analysis
- Develop functional documentation, process flows, use cases, requirements traceability, and system support materials.
- Document current-state and future-state workflows across Oracle EBS and custom financial systems.
- Support functional design activities for system enhancements, integrations, reports, process improvements, and modernization efforts.
- Maintain and track requirements, action items, risks, issues, and dependencies across assigned workstreams.
- Support business process analysis and identify opportunities to improve workflows, documentation, and system usability.
- Ensure documentation is clear, accurate, and usable by business users, technical teams, and program stakeholders.
Federal Financial Initiatives & Compliance Support
- Lead and support discussions related to complex federal financial initiatives such as G-Invoicing, DATA Act reporting, GTAS, Treasury reporting, reconciliations, and cross-system integrations.
- Support analysis of federal financial processes, accounting concepts, reporting requirements, and system impacts.
- Assist stakeholders in understanding how federal initiatives affect business processes, system workflows, and data flows.
- Support financial reconciliations, reporting needs, and data transformation activities as applicable.
- Provide analysis and documentation to support compliance, modernization, and operational improvement efforts.
- Coordinate with business and technical teams to validate system behavior, data flows, and functional outcomes.
Agile Delivery, Jira & Cross-Team Coordination
- Utilize tools such as Jira to support requirements tracking, workflow management, user stories, action items, and delivery status.
- Translate requirements into user stories, acceptance criteria, backlog items, and actionable tasks.
- Participate in Agile ceremonies, including sprint planning, backlog grooming, daily stand-ups, sprint reviews, and retrospectives.
- Collaborate with technical teams, developers, testers, service management teams, and program leadership to support solution delivery.
- Track workstream progress, risks, dependencies, testing status, and open issues.
- Support iterative delivery by validating requirements, clarifying stakeholder needs, and helping resolve blockers.
Change Management & Customer Communications
- Support organizational change management activities related to financial system enhancements, process changes, and modernization efforts.
- Develop customer communications, meeting materials, status updates, and stakeholder-facing documentation.
- Help guide end users through system changes, process updates, and new functionality.
- Support user acceptance testing, validation activities, and post-implementation feedback.
- Communicate complex system and business concepts clearly to technical and non-technical audiences.
- Promote adoption, understanding, and effective use of financial system solutions.
Minimum Qualifications
- Bachelor’s Degree in Business Administration, Finance, Accounting, Information Systems, Computer Science, or a related field; equivalent relevant experience may be considered.
- 3–7+ years of experience supporting federal financial systems, financial system operations, or federal technology modernization efforts.
- Hands-on experience with Oracle E-Business Suite, specifically Oracle Federal Financials.
- Experience working with or supporting custom Oracle-based financial systems, such as payroll accounting, feeder systems, intermediary platforms, AFPS, or similar systems.
- Experience gathering, analyzing, documenting, and managing complex business, functional, or system requirements.
- Experience working directly with federal customers, business users, or stakeholders to lead discussions and support solution development.
- Ability to translate business needs into functional and system solutions across multiple integrated systems.
- Strong understanding of federal financial processes, accounting concepts, and cross-system workflows.
- Experience with Agile methodologies and tools such as Jira.
- Excellent communication, presentation, documentation, and stakeholder engagement skills.
- U.S. Citizenship required with the ability to obtain and maintain a Public Trust.
Preferred Qualifications
- Experience supporting federal initiatives such as G-Invoicing, GTAS, Treasury reporting, DATA Act reporting, financial reconciliations, or cross-system integrations.
- Experience supporting integrations between core financial systems such as Oracle EBS and feeder, custom, or intermediary systems.
- Familiarity with payroll accounting flows or financial data transformations across systems.
- Experience supporting large-scale federal system implementations, enhancements, or modernization efforts.
- Experience developing process flows, use cases, requirements traceability matrices, functional design documents, or user stories.
- Experience supporting user acceptance testing, defect triage, release readiness, and post-implementation validation.
- Experience with Oracle EBS modules such as General Ledger, Accounts Payable, Accounts Receivable, or Project Accounting.
- Experience supporting HHS or other federal civilian agency financial systems.
- Familiarity with ITSM, change management, or configuration management processes.
Salary
Up to $130,000 per year based on experience.
