Program Overview
RIVA Solutions is supporting the National Telecommunications and Information Administration (NTIA) under the ISCOM Division to deliver mission-critical IT modernization and cybersecurity services. This effort focuses on enhancing the security, reliability, and efficiency of NTIA’s infrastructure, driving forward their mission of advancing broadband access, data-driven policymaking, and secure communications through modern digital tools and compliance with federal standards.

Position Overview
RIVA Solutions is seeking an Enterprise Architect to provide strategic and technical leadership for enterprise-level architecture and modernization efforts under the NTIA ISCOM program. This role will focus on aligning IT strategy with mission goals, guiding modernization roadmaps, and ensuring system interoperability and security compliance across complex environments.

Core Responsibilities:
  • Define and maintain the overall enterprise architecture for the NTIA IT environment.
  • Lead the design and integration of modern, scalable systems aligned with business and mission objectives.
  • Collaborate with stakeholders to identify technology gaps and recommend innovative, forward-thinking solutions.
  • Ensure architectural alignment with federal standards including NIST, FISMA, and Department of Commerce guidelines.
  • Create and maintain architectural artifacts, roadmaps, system diagrams, and modernization plans.
  • Support cloud strategy, zero-trust initiatives, cybersecurity integration, and data governance frameworks.
  • Guide technical teams on architectural decisions and system engineering best practices.
  • Evaluate emerging technologies and their applicability to NTIA mission and infrastructure.
  • Facilitate enterprise-wide alignment for IT investments, risk mitigation, and lifecycle planning.

Minimum Qualifications:
  • Bachelor’s degree in Information Technology, Computer Science, or a related field
  • Minimum 8 years of experience in Cloud Architecture and Cybersecurity
  • Cloud Architecture/Engineer or similar certification (e.g., AWS Certified Solutions Architect, Microsoft Azure Architect, etc.)
  • Active Secret clearance or higher
  • Experience aligning enterprise IT solutions with mission needs in a federal environment
  • Strong understanding of enterprise frameworks (e.g., TOGAF, DoDAF)
  • Demonstrated experience with cloud modernization strategies and cybersecurity frameworks

Preferred Qualifications:
  • Experience with Department of Commerce IT systems or programs.

Salary: Up to $190,000 depending on experience
