Position Overview: 
RIVA Solutions Inc is seeking a Proposal Coordinator to join our growing Proposal Department, which functions under our Growth Team operations.
 
The Proposal Coordinator will support full lifecycle proposal operations, which includes the preparation and response efforts to Federal Request for Proposals (RFPs), Request for Quotes (RFQs), Requests for Information (RFIs), etc. They will play an essential role in managing and coordinating the proposal development process to ensure on-time delivery of compelling, compliant, and well-written submissions, which includes, but is not limited to the following: leading and coordinating the proposal process and timeline; planning and facilitating proposal strategy kickoff meetings; managing assignments and schedules; conducting writers meetings and review debriefs; working directly with technical staff for content development; coordinating with teaming partners and data call distribution; editing, proofreading and compliance reviews; desktop publishing and document graphic coordination; supporting the maintenance of the proposal content library. 
 
Responsibilities:
  • Analyzes requests for federal proposals (RFPs), requests for quotes (RFQs), sources sought notices and requests for information (RFIs) and outlines and organizes proposal/submittal to be responsive to client requirements, including content, format, forms, and other information, under the direction and supervision of a Proposal Manager.
  • Helps prepare and lead proposal kickoff meetings that include the proposal stakeholders, capture managers, pricing, contracts, and the technical/business development personnel, prepares proposal schedule and coordinates with the Proposal Manager on writing assignments.
  • Act as the proposal lead with coordination of task order proposal responses, managing a streamlined proposal process for rapid response efforts.
  • Compiles materials for proposals, quotes, and other responses, ensuring response is compliant and compelling while meeting all client requirements. This involves conducting search for appropriate materials, such as related project descriptions and resumes of project personnel.
  • Participates with proposal managers in the selection and recommendation of appropriate projects and personnel to be included in proposal, according to the solicitation requirements.
  • Proofreads and edits proposal narrative and graphics for compliance, clarity, proper grammar, spelling and style. Also proofreads and edits existing project summaries, resumes of project personnel, and other supporting materials that are maintained within the proposal content library.
  • Performs editing and desktop publishing for proposals in MS Word to ensure proposal documents are properly formatted for compliance, easy to read, and visually appealing.
  • Coordinates with graphic designers to ensure that any required graphic arts materials, such as covers, layout sheets, photographs, organization charts, etc., are produced to specifications and are ready to be included in the submittal. Reviews and proofreads these materials.
  • Supports the routine maintenance of the proposal content library.
  • Willing to work extra hours to meet proposal deadlines as necessary during busy periods.

Requirements

Basic Qualifications: 
  • B.A. or B.S. in relevant field (Business, Marketing, English, project management is preferred)
  • 1-3 years of experience in proposal coordination, preferably in the GovCon industry.       
  • Solid understanding of the proposal development process (including RFP/RFQ/RFI analysis, proposal planning, compliance, content development, and proposal submission procedures).
  • Strong organizational skills, attention to detail, and the ability to adapt quickly to changing priorities and circumstances.
  • Excellent researching, reading and analytical thinking skills.
  • Excellent verbal and written communication skills.
  • Ability to support and manage multiple concurrent projects with shifting priorities in a fast-paced, deadline-driven environment.
  • Proficient in MS Office 365 products (MS Word, PowerPoint, Excel); Adobe experience a plus.
  • Ability to work with a variety of colleagues with varying levels of proposal experience, and direct and guide a team through the proposal process
Preferred Qualifications:
  • APMP Foundation Level or Shipley Trained
  • Demonstrated ability to conceptualize and develop compelling proposal narrative beyond just compliance requirements
  • Function effectively in a fast-paced, deadline-driven environment
  • Work with little direction and handle multiple tasks, with motivation to learn and grow within the department.
  • Are flexible and can work a schedule which may include evenings and weekends, as required
