Program Overview

RIVA Solutions supports the National Telecommunications and Information Administration (NTIA) in administering major broadband grant programs and operating the Salesforce-based NTIA Grants Portal (NGP). NGP is a mission-critical CRM and grants management platform supporting application intake, federal review workflows, post-award monitoring, reporting, and stakeholder engagement across programs such as BEAD, Digital Equity, Middle Mile, and Tribal Broadband.

This work includes ongoing Salesforce development, integration, data migration, user support, Agile delivery, and operations and maintenance to ensure secure, efficient, and scalable grants administration for state, tribal, and local entities nationwide.


Position Overview

RIVA Solutions is seeking a Senior Salesforce Developer to serve as a technical lead responsible for converting approved designs into high-quality Salesforce configurations and custom code. This role emphasizes a configuration-first approach (Flows, OmniStudio, objects, validation rules, declarative automation) and performs custom development (Apex, LWCs, integrations, APIs) when configuration alone does not meet requirements.

The Senior Developer enforces development standards, testing practices, version control discipline, and documentation quality while partnering with product owners, UX, QA, and integration teams to ensure delivery throughput, solution scalability, and overall technical integrity across the NTIA Grants Portal.


Core Responsibilities

  • Convert approved requirements and design documents into working Salesforce configurations and high-quality custom code
  • Lead configuration-first development, including Flows, OmniScript, objects, fields, page layouts, validation rules, and declarative automation
  • Perform custom development using Apex, Lightning Web Components (LWC), integrations, OmniScript, and APIs when required
  • Ensure solutions align with Salesforce best practices, scalability, security requirements, and NGP data model standards
  • Maintain strong version control discipline, branching strategies, and deployment management using DevOps tools and CI/CD pipelines
  • Conduct unit testing, support integration testing, and collaborate with QA and product owners to validate acceptance criteria within Agile sprints
  • Troubleshoot defects, resolve technical issues, and support post-deployment hypercare and O&M needs
  • Provide technical guidance to other developers, support story sizing, and enforce coding/configuration standards
  • Collaborate with product owners, UX, business analysts, integration teams, and change management to ensure technical feasibility and sprint delivery
  • Document system configurations, technical decisions, deployment scripts, and reusable components for maintainability and knowledge transfer

Minimum Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, or a related field (or equivalent experience)
  • Minimum 8 years of related experience supporting software development or enterprise platform development
  • Demonstrated experience delivering Salesforce solutions in an Agile delivery environment
  • Strong communication skills and ability to collaborate with technical and non-technical stakeholders
  • U.S. Citizenship required and ability to obtain and maintain a Federal Security Clearance

Preferred Qualifications

  • Experience supporting large-scale Salesforce implementations within federal or state government programs
  • Familiarity with grants management lifecycle, broadband programs, or enterprise CRM/case management workflows
  • Hands-on experience with MuleSoft, API integrations, ETL processes, or data migration from external systems
  • Knowledge of Salesforce DevOps tools (e.g., GitHub, Copado, Gearset, or equivalent) and CI/CD automation
  • Experience with OmniStudio (OmniScript, Integration Procedures, DataRaptors) and external user experience design
  • Strong understanding of Salesforce security and compliance requirements (e.g., FedRAMP, ATO, CUI handling)
  • Experience collaborating with CORs, product owners, business analysts, and multi-vendor Agile teams
  • Familiarity with Section 508 accessibility standards for external-facing UI/UX
  • Ability to mentor junior developers, participate in code reviews, and contribute to technical design sessions
  • Experience supporting post-deployment enhancement, O&M, platform monitoring, and help desk escalation support
