Program Overview
RIVA Solutions is supporting the National Telecommunications and Information Administration (NTIA) under the ISCOM Division to deliver mission-critical IT modernization and cybersecurity services. This effort focuses on enhancing the security, reliability, and efficiency of NTIA’s infrastructure, driving forward their mission of advancing broadband access, data-driven policymaking, and secure communications through modern digital tools and compliance with federal standards.
Position Overview
RIVA Solutions is seeking a Network Engineer to provide enterprise-level engineering and operational support under the NTIA ISCOM contract. This individual will design, implement, and maintain network systems, provide capacity planning, troubleshoot performance issues, and lead vendor and stakeholder coordination. The Senior Network Engineer will ensure the integrity, security, and availability of NTIA’s enterprise networks through strategic planning, proactive monitoring, and hands-on technical expertise.
Core Responsibilities
- Provide technical guidance for directing and monitoring information systems and network operations.
- Design, build, and implement network systems to support enterprise and mission-critical requirements.
- Direct the compilation of records and reports concerning network operations and maintenance.
- Troubleshoot and resolve complex network performance issues across LAN, MAN, and WAN environments.
- Analyze network traffic and provide capacity planning solutions.
- Monitor and respond to hardware, software, and technical control facility issues.
- Collaborate with vendor support services to escalate and resolve outages or degraded system performance.
- Manage procurement, testing, installation, and support of network communications infrastructure.
- Perform system-level design and configuration, including hardware, operating systems, and platform specifications.
- Lead planning of large-scale systems projects through vendor comparison and cost studies.
- Provide quality assurance review and evaluation of new and existing network products and solutions.
- Oversee information systems operations, including telecommunications, network security, LAN/MAN/WAN administration, and system support activities.
- Contribute to policy-level discussions regarding standards, capacity, and budget constraints.
- Supervise operations involving multiple functions such as network operations, systems security, and production support.
- - Conduct network audits, upgrades, and expansions.
Minimum Qualifications
- Bachelor’s degree in Business, Science, Information Technology, Engineering, Mathematics, or a related field.
- Minimum of 8 years of professional experience in network engineering.
- U.S. Citizenship required.
- Active Secret or Top-Secret clearance.
- Proven experience designing, deploying, and supporting enterprise LAN/MAN/WAN systems.
- Strong knowledge of network performance monitoring and troubleshooting.
- Ability to collaborate effectively with stakeholders and vendors.
Preferred Qualifications
- Advanced certifications such as Cisco CCNP/CCIE, CompTIA Network+, or equivalent.
- Prior experience supporting Department of Commerce, NTIA, or other federal civilian agencies.
- Familiarity with network security policies and federal IT compliance standards.
- Experience managing and mentoring technical teams.
Salary
Up to $130,000 depending on experience.
