Program Overview
The Department of Health and Human Services (HHS) Office of Inspector General (OIG) is the largest inspector general’s office in the federal government, dedicated to protecting the integrity of more than 100 HHS programs — including Medicare, Medicaid, and public health initiatives. The OIG promotes efficiency, accountability, and transparency through audits, investigations, evaluations, and data-driven oversight.

Position Overview
RIVA Solutions is seeking an Azure Cloud Design Lead to provide technical leadership, solution design, and implementation oversight for cloud modernization efforts across the HHS OIG enterprise environment.
This role leads a team of three engineers, driving the design and delivery of a secure, scalable, and compliant Azure cloud infrastructure. The ideal candidate will bring deep expertise in Azure architecture, Terraform-based Infrastructure as Code (IaC), and cloud automation, along with strong communication and leadership skills to guide cross-functional teams through design, deployment, and optimization of cloud-based services.
The Azure Cloud Design Lead will play a key role in establishing the enterprise cloud vision, supporting modernization initiatives, and ensuring operational excellence and compliance within a DevSecOps framework.
Core Responsibilities
- Lead the design, development, and implementation of Azure cloud architecture and infrastructure components, including virtual machines, storage accounts, databases, and identity services.
 - Architect and deploy Azure Landing Zones to ensure scalability, governance, and compliance with federal standards.
 - Develop and maintain Infrastructure as Code (IaC) using Terraform, ensuring consistent and repeatable cloud deployments.
 - Oversee the migration of on-premises systems to Azure, ensuring minimal downtime and seamless transition.
 - Implement and manage security and compliance controls leveraging Azure Policy, Microsoft Sentinel, and Azure Security Center.
 - Establish and maintain CI/CD pipelines using GitHub Actions or similar tools to support automated builds, testing, and deployment.
 - Develop and optimize automation scripts and Azure Runbooks using PowerShell or Python to improve efficiency and reduce human error.
 - Monitor and manage cloud performance and cost efficiency using Azure Monitor and native cost-management tools.
 - Collaborate with development, operations, and cybersecurity teams to integrate DevSecOps best practices across the lifecycle.
 - Mentor and provide technical leadership to a team of three cloud engineers, fostering collaboration and knowledge sharing.
 - Serve as a trusted advisor to stakeholders, translating business requirements into secure, reliable, and scalable cloud solutions.
 
Minimum Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field.
 - Minimum of 12 years of experience in systems engineering or cloud architecture (8 years with a Master’s degree).
 - Proven experience designing and implementing Azure-based solutions at the enterprise level.
 - Expertise in Azure Landing Zone principles and Azure governance frameworks, including management groups, subscriptions, and RBAC.
 - Strong hands-on experience with Infrastructure as Code (IaC) using Terraform and Azure Resource Manager (ARM) templates.
 - Proficiency with PowerShell, Python, and Azure CLI scripting for automation and infrastructure management.
 - Experience establishing and maintaining CI/CD pipelines and integrating automation in DevSecOps environments.
 - Knowledge of Azure Policy, Azure Monitor, Azure Active Directory, and Microsoft Sentinel for compliance and monitoring.
 - Demonstrated leadership experience mentoring or managing technical teams.
 - Excellent communication skills and ability to interface effectively with both technical and non-technical stakeholders.
 - U.S. Citizenship required and ability to obtain and maintain a High-Level Public Trust clearance.
 
Preferred Qualifications
- Master’s degree in Information Technology, Cloud Computing, or a related discipline.
 - Microsoft Certified: Azure Solutions Architect Expert certification.
 - Experience with Azure AI, Databricks, or Fabric integration.
 - Familiarity with additional cloud environments such as AWS or GCP.
 - Background supporting large-scale federal IT modernization or data center migration initiatives.
 
Salary
Up to $150,000, depending on experience.
