Program Overview

RIVA Solutions supports the National Telecommunications and Information Administration (NTIA) in delivering and operating a Salesforce-based grants management and stakeholder engagement platform that enables NTIA to administer large-scale broadband and digital equity programs.

The platform supports the full grant lifecycle, including application intake, eligibility validation, federal review workflows, post-award monitoring, reporting, and external stakeholder collaboration. This work underpins critical national initiatives supporting broadband expansion, digital equity, and tribal connectivity across the United States.

RIVA’s role focuses on Salesforce platform development, secure data integrations, data migration, Agile delivery, and operations and maintenance, ensuring the system remains scalable, reliable, and compliant with federal data standards.


Position Overview

RIVA Solutions is seeking a Data Integration Engineer to design, develop, and maintain enterprise data integrations supporting NTIA’s Salesforce environment. This role is responsible for enabling secure, reliable, and well-governed data exchange between Salesforce and multiple internal and external systems.

The Data Integration Engineer will focus on API-based integrations, ETL processes, and data migration efforts. This individual will collaborate closely with solution architects, product owners, developers, and federal stakeholders to ensure data quality, consistency, and performance across the platform.


Core Responsibilities

  • Design, develop, and maintain secure integrations between Salesforce and internal/external systems using REST APIs, MuleSoft, and ETL tools
  • Support data migration activities, including extraction, transformation, and loading (ETL) of historical and operational datasets
  • Develop and enforce integration standards for data mapping, error handling, reconciliation, and performance monitoring
  • Collaborate with architects, developers, and product owners to translate business requirements into scalable integration solutions
  • Create and maintain integration documentation, data flow diagrams, and reusable integration patterns
  • Monitor and troubleshoot integration performance issues and implement corrective actions
  • Support CI/CD pipelines, version control, and deployment processes for integration components
  • Ensure compliance with data governance, privacy, and security standards across all environments
  • Participate in Agile ceremonies and contribute to continuous improvement initiatives

Minimum Qualifications

  • Bachelor’s Degree in Computer Science, Information Systems, Engineering, or a related field (or equivalent experience)
  • Minimum 5 years of experience in data integration, ETL development, or enterprise system integration
  • Experience designing and supporting API-based integrations in complex enterprise environments
  • Strong analytical, troubleshooting, and communication skills

Preferred Qualifications

  • Hands-on experience with MuleSoft Anypoint Platform, Salesforce integration patterns, and RESTful APIs
  • Experience with ETL and data migration tools such as MuleSoft, Talend, Informatica, or Salesforce-native utilities
  • Knowledge of enterprise data models, data quality controls, and data governance frameworks
  • Experience supporting federal or large-scale enterprise systems
  • Familiarity with CI/CD practices, version control, and multi-environment deployments
  • Experience working in Agile delivery environments
