Description
In this position the ideal candidate will be tasked with providing contract closeout administrative support for our federal government customer. The Contract Closeout Specialist will be responsible for managing the closeout process for a wide range of government contracts, including but not limited to cost-reimbursement, fixed-price, time-and-materials, and labor-hour contracts. The specialist will ensure that all contractual obligations are met, final payments are processed, and required documentation is completed in accordance with Federal Acquisition Regulations (FAR) and agency-specific guidelines. This role is critical to ensuring the efficient and compliant closure of contracts, minimizing risks, and supporting the agency’s mission.
 
Responsibilities:
  • Contract Closeout Management:
    • Review and analyze contract terms and conditions to determine closeout requirements.
    • Monitor contract performance and ensure all deliverables are completed and accepted by the government.
    • Coordinate with contracting officers, program managers, and other stakeholders to facilitate the closeout process.
  • Financial Reconciliation:
    • Perform detailed financial analysis to reconcile contract funding, expenditures, and payments.
    • Process final invoices and ensure proper documentation is submitted for final payment.
    • Coordinate with finance and accounting departments to resolve any discrepancies.
  • Documentation and Compliance:
    • Prepare and submit all required closeout documentation, including contract closeout checklists, final reports, property disposition records, and contractor release of claims.
    • Ensure compliance with the FAR, agency policies, and other applicable regulations throughout the closeout process.
    • Maintain accurate records of all closeout activities and documentation for audit purposes.
    • Maintain the closeout filing room, located in Rockville, MD.
  • Communication and Coordination:
    • Serve as the primary point of contact for contract closeout matters, responding to inquiries from contractors, government officials, and other stakeholders.
    • Facilitate meetings and discussions with relevant parties to resolve any outstanding issues preventing contract closeout.
    • Provide regular updates on the status of contract closeouts to contracting officers, the COR, and the Program Manager.
    • Identify and recommend process improvements to streamline the contract closeout process.
    • Develop and update closeout procedures, templates, and best practices to ensure consistency and efficiency.
    • Provide training and guidance to junior staff, as required.
 
Requirements
  • Minimum Education: BS/BA degree in a related field  
  • Minimum Experience: 3+ years’ of federal contact closeout experience
  • Knowledge of FAR and other relevant regulations governing federal contracts Familiarity with government financial systems and contract management software
  • Excelling organizational skills, with the ability to manage multiple contract closeouts and deadlines simultaneously
  • Effective communication and interpersonal skills for interacting with government officials, contractors, and team members
 
Preferred Qualifications
  • Experience with closeouts for the Department of Health and Human Services (HHS)
Salary Range: $80-120K Depending on Experience
