Position Description

The Agile Project Manager will oversee project initiation, planning, execution, and closure using Agile methodologies. This role will ensure the successful delivery of projects by managing backlogs, facilitating Agile processes, and collaborating with stakeholders and development teams. The Agile Project Manager will also focus on continuous improvement and training to enhance project management processes within the agency. 
 

Responsibilities

  • Project Initiation and Planning: Define project scope, goals, and objectives. Identify stakeholders and establish communication channels. Create a high-level project schedule and backlog. Improve and utilize the IT Intake process and PMO Playbook. Use Azure DevOps to track information daily. Deliverables: Comprehensive project initiation and planning documents, updated IT Intake process, and PMO Playbook.
  • Agile Methodology: Assist various IT sections with Agile transformation, including working agreements and training. Deliverables: Agile transformation progress reports and training materials.
  • Backlog Management: Prioritize and groom backlog. Break down user stories into actionable tasks and estimate items using story points. Deliverables: Prioritized backlog and estimated user stories.
  • Sprint Planning: Plan sprint goals and select backlog items for the upcoming sprint. Define acceptance criteria for user stories and estimate the capacity of development teams. Deliverables: Sprint plans and acceptance criteria documentation.
  • Daily Standups: Conduct daily standup meetings to review progress, identify blockers, and document updates in Azure DevOps. Escalate project issues as necessary. Deliverables: Daily standup meeting records and issue escalation reports.
  • Sprint Execution: Collaborate with stakeholders and development teams to ensure smooth sprint execution. Deliverables: Sprint execution status reports.
  • Sprint Review and Retrospective: Demo completed user stories to stakeholders and hold retrospective meetings to identify improvements. Deliverables: Sprint review and retrospective reports.
  • Change Management: Document all changes within existing systems, including releases, and communicate them to stakeholders. Deliverables: Change documentation and communication records.
  • Project Reporting and Metrics: Implement and maintain portfolio reporting tools. Develop and maintain portfolio-level and project-level reporting using tools like OnePlan and Azure DevOps. Provide monthly PMO support data and metrics, executive summaries, and ITAC meeting support. Deliverables: Monthly reports, staffing plans, executive summaries, and meeting support documentation.
  • Risk Management: Improve and utilize the existing risk management escalation process within Azure DevOps. Monitor and address risks throughout the project lifecycle. Deliverables: Risk management records and reports.
  • Continuous Improvement: Seek out ways to improve processes and enhance personal skillsets. Deliverables: Process improvement suggestions and implementation reports.
  • Project Closure: Follow and improve the existing project closure process within one week of project deployment. Review goals and objectives to ensure they have been met. Deliverables: Project closure documentation and objectives review reports.

Requirements

  • Extensive experience with Agile methodologies and project management frameworks.
  • Proficiency in using project management and collaboration tools such as Azure DevOps.
  • Strong skills in backlog management, sprint planning, and risk management.
  • Excellent communication and collaboration skills.
  • Ability to provide training and support for Agile processes.
  • Strong analytical and problem-solving skills.
  • Project Management Professional (PMP) or SAFe certifications is a plus.

Salary Ranges: $100,000 - 175,000
