Program Overview:
RIVA Solutions is seeking a strategic Growth Leader to support expansion in the Federal Health IT space, with a focus on HHS, including NIH, PSC, and other OpDivs. This position will drive strategic capture of prime, full & open IT services contracts while working closely with internal delivery, solutions, pricing, and proposal teams to position RIVA as a leader in mission-critical technology support to HHS. This is a key role aligned to one of RIVA’s core customer portfolios.
Role Summary:
The Director of Growth is responsible for leading and executing account growth and capture strategy across the Federal Health portfolio, with a focus on identifying, shaping, and winning high-value, full and open prime contract opportunities within the Department of Health and Human Services (HHS). The ideal candidate will possess deep, established relationships within HHS (particularly NIH and PSC), have a proven track record of leading successful captures, and bring a strong understanding of the federal IT solutions landscape.
This role is both strategic and tactical—requiring experience leading capture teams, building account growth plans, developing customer call plans, managing teaming relationships, and contributing to proposal efforts. The Director of Growth will also mentor junior Growth staff and collaborate with cross-functional stakeholders across delivery, solutions, talent acquisition, and executive leadership.
Responsibilities:
- Lead capture for large, prime, full & open IT service contracts within HHS.
- Develop and execute detailed account plans and customer engagement strategies across NIH, PSC, and other key HHS OpDivs.
- Build and maintain strong relationships with government stakeholders, contracting officers, program managers, and industry partners.
- Lead or support opportunity shaping, solutioning, teaming strategy, and win theme development.
- Manage and execute complete capture plans including gate reviews, call plans, cost strategies, and competitive analysis.
- Lead the preparation and execution of customer call plans, RFIs, and proposal responses.
- Collaborate with internal stakeholders (Delivery, Solutions, Pricing, Contracts, Talent Acquisition) to align opportunity strategies with internal capabilities.
- Track opportunity status and pipeline data in RIVA’s CRM system and present progress updates during internal capture reviews and bid decisions.
- Mentor and oversee junior growth professionals aligned to the HHS portfolio.
- Collaborate with the Marketing team to increase visibility in the HHS community.
- Follow RIVA’s Account Strategy, Capture, and Proposal processes, including compliance with NDAs, Teaming Agreements, and RFP readiness.
Required Qualifications:
- Bachelor’s degree in a technical or business-related field.
- 10–15 years of federal capture and business development experience in the GovCon space.
- Proven track record of winning complex, prime, full & open federal IT service contracts.
- Deep relationships and domain familiarity with HHS, particularly NIH and PSC.
- Experience developing and leading successful capture plans and capture teams.
- Strong understanding of the Federal Health acquisition landscape, procurement trends, contracting vehicles, and industry competition.
- Proficient in federal capture and proposal processes (Shipley or equivalent), with experience shaping solutions and contributing to proposal development.
- Ability to lead technical and teaming discussions, develop win strategies, and communicate effectively with internal and external stakeholders.
- Familiarity with CRM tools for pipeline and opportunity tracking.
- Excellent verbal and written communication skills; ability to brief senior internal and external stakeholders.
Preferred Qualifications:
- Previous experience supporting high-growth, small or mid-tier federal contractors.
- Experience capturing HHS work under vehicles such as CIO-SP3, CIO-SP4, GSA MAS, or other agency-specific IDIQs/GWACs.
- Familiarity with pricing strategy and capture-to-proposal lifecycle management.
- Experience managing Growth team members or direct reports.
