As a Safety Administrator, you will take a crucial role in ensuring safety across a large transit system, overseeing buses, trains, and/or construction projects. You will have the opportunity to develop safety programs, manage compliance with regulatory agencies, analyze accident trends, and even lead training initiatives. It's a hands-on role that offers variety, impact, and collaboration with industry professionals, making it perfect for someone passionate about safety and risk management.
 
You will focus on one of three disciplines – Transit System, Construction, and/or Instructional Design/Training. While you may be assisting and providing coverage in all three of these functions, at this time, we have a specific need for someone to focus on overseeing the Transit System discipline (Specifically Light Rail).
 
As the Safety Administrator over our Transit System, you will:
  • Develop and administer system safety, hazard management, loss control, and safety training programs for transit properties, facilities, bus, vanpool, light rail, commuter rail, streetcar, and some freight lines.
  • Ensure compliance with regulatory agencies (FTA, FRA, UDOT SSO, TSA, OSHA), industry best practices (APTA), and local safety and fire regulations.
  • Gather and analyze loss information to detect accident trends and issue reports to management.
  • Write and flowchart safety processes within UTA and with oversight agencies.
  • Compare and audit existing safety functions.
  • Participate in and may chair committees to ensure transit safety and security activities are undertaken and completed.
 
As the Safety Administrator over our Construction Projects, you will:
  • Conduct internal safety audits, reviews, investigations, and inspections.
  • Develop and administer safety programs for new construction and renovation activities.
  • Inspect job sites and facilities, overseeing contractors for compliance with established safety programs.
  • Coordinate with UDOT (State Safety Oversight), FTA, FRA, OSHA, and federal/state authorities on safety, hazard management, and loss control issues.
  • Review and report on system safety processes, hazard management, configuration management, and safety certification during activation phases of capital projects.
  • Collect safety data and prepare reports for UTA and regulators on incidents, accidents, and corrective action plans.
  • Report to management on the progress and status of rail system safety, hazard management, safety certification, and loss control programs.
 
As the Safety Administrator over Instructional Design/Training, you will:
  • Develop, update, and teach Roadway Worker Protection (RWP) and other safety training (GHS, OSHA, SMS).
  • Align safety training with the corporate strategic plan.
  • Conduct outreach in coordination with Planning and Public Relations personnel.
  • Oversee the safety curriculum, certify safety trainers, maintain required training assignments, and manage record-keeping across UTA.

MINIMUM QUALIFICATIONS

EXPERIENCE/EDUCATION
  • Three years in safety program development, risk management, and interaction with the Occupational Health and Safety Administration (OSHA).
  • Insurance/claims experience helpful.
  • Bachelor's in Safety Management, Occupational Safety, Mechanical/Industrial Engineering, Industrial Hygiene, or related field. (Coursework should include accident investigation, statistics, industrial safety, hazard analysis and resolution, occupational health, railroad operations, computer programming, communications, and management.)
 
CERTIFICATIONS/LICENSES
  • Transportation Safety Institute (TSI) training certifications (TSSP) preferred, but not required.
  • Must have a valid Utah driver's license with no more than 2 moving violations in the past 3 years and no convictions for driving under the influence of alcohol or drugs in the past 10 years.
 
KNOWLEDGE/SKILLS
  • Knowledge of rail (light rail, commuter rail, and streetcar), bus, and van safety; familiarity with Federal Railroad Administration (FRA) regulations, loss prevention, safety management, and/or occupational health desired.
  • Insurance training or knowledge preferred.
  • Good oral and written communication skills.
  • Intermediate proficiency preferred in MS Word and Excel.
  • This job requires regular and predictable attendance.

Pay Rate: $70,500.00 or more depending on experience
