Description

As the Contract Buyer, you will:
  • Perform inventory, technical, and non-technical procurements for parts, supplies, equipment, and services.
  • Plan, prepare, issue, negotiate, manage, and award solicitations, blanket purchase orders, negotiated price discounts, purchase orders, and contracts for UTA in accordance with policies and procedures – and in compliance with FTA regulations and other federal and state laws.
  • Conduct procurement and management of several contracts, including but not limited to UTA’s fuel and petroleum products contracts, auto PO contracts, janitorial contracts, uniforms contracts, and shop supply contracts.
  • Utilize Utah State contract in making purchases for the Authority.
  • Document procurement activities and monitor vendor performance (of both prime and subcontractors) to ensure compliance with all contractual terms, conditions, and government regulations, including issues involving safety, environmental, and rail right-of-way access.
 

Minimum Qualifications

EXPERIENCE/EDUCATION/TRAINING 
  • Three years previous job related work experience with demonstrated progressive competence in contract negotiation and administration, strategic sourcing, vendor management, or other procurement work experience. 
  • Familiarity with contract law and applicable federal and Utah state procurement laws, regulations, and procedures including FTA Circular 4220, FTA Master Agreement, Code of Ethics, Buy America, Anti-Lobbying, Non-Debarment, Cargo Preference, DBE, EEO, and Davis-Bacon.
  • Bachelor’s degree in Business Administration or related field required, with a background in public procurement policies, procedures and regulations preferred.  Must have course work and/or experience in principles and practices of business management, contract administration and purchasing.
 
KNOWLEDGE/SKILLS/ABILITIES
  • Knowledge of contracts, contract procedures, terms and conditions, contractual documents, procurement, and business best practices.
  • Experience with JD Edwards and Laserfiche preferred.
  • Proficiency in Microsoft Office (Word, Excel, and Outlook) at an intermediate level preferred.
  • Strong skills in contract negotiation, organization, follow-up, multi-tasking, project management, and proactive problem-solving.
  • Ability to handle stress and heavy workloads with tight deadlines while working under minimal supervision.
  • Effective written and verbal communication, including proper spelling, grammar, and punctuation, in professional interactions with UTA senior management, staff, outside organizations, and other stakeholders.
  • Ability to understand, interpret, research, and analyze contracts and information with close attention to detail.
  • Strong ethics and integrity, demonstrating fairness, tolerance, honesty, and consistency in applying policies and procedures.

Pay Range: $71,800.00 or more, depending on experience
