Utah Transit Authority is looking for a Civil Rights Specialist who will:
- Assist in the administration of Utah Transit Authority (UTA)’s Civil Rights programs, including Title VI of the Civil Rights Act of 1964, Disadvantaged Business Enterprise (DBE), Americans with Disabilities Act (ADA), and the Equal Employment Opportunity (EEO) program to ensure compliance with all federal/state regulations, policies, and guidelines.
- Provides staff support to our ADA Compliance Officer for all Committee for Accessible Transportation (CAT) meetings including ordering food, taking minutes, creating agenda and any other duties related to the function of committee.
- Gather Civil Rights data, monitors the procurement/solicitation process involving small and disadvantaged businesses, reviews wage determination and certified payrolls to ensure Davis Bacon Act (DBA) wage compliance.
- Develop and implements civic and community outreach activities to promote and recruit firms to the UTA DBE program and encourage a diverse workforce within UTA.
- Responsible for assisting DBE Compliance Officer in maintaining current DBE firms’ certifications as a member of the Utah Unified Certification Program (UUCP). Assists with reviewing DBE applications and on-site interviews.
- Assist with training internal and external stakeholders about UTA equity and Civil Rights programs.
- Assists in coordinating and preparing for the Federal Transit Administration (FTE) Triennial Review and other associated reviews/audits to ensure UTA’s compliance.
- This position works closely with our Community Engagement Team in a collaborative approach in planning and attendance of public outreach events and to provide visibility to UTA’s Civil Rights program. This might require occasional work outside of normal business hours.
- May serve as a representative of UTA in internal and external processes; evaluate and monitor service and programmatic changes; and work with UTA staff to adequately address Civil Rights concerns.
MINIMUM QUALIFICATIONS
EDUCATION/TRAINING:
Bachelor’s degree. Priority is given to majors in Business Management, Public Administration, Human Resources, Social Science, or related fields.
EXPERIENCE:
Minimum two years of related experience to include community engagement, working with individuals belonging to a protected class, public policy, or related field.
Knowledge:
- Federal and State regulations that pertain to Civil Rights programs, particularly related to the transit industries.
- Understanding of investigatory best practices or ability to be trained in UTA standard practices.
Skills:
- Excellent oral and written communication skills.
- Public speaking, group facilitation, conducting outreach programs, giving presentations, conflict resolution, and networking.
- Demonstrated strong critical, logical, and analytical skills with the ability to communicate trend analyses.
- Intermediate proficiency in MS Word and PowerPoint preferred; advanced proficiency in MS Excel preferred.
Abilities:
- Relate to all levels of personnel, including managers, executives, and Board of Trustees.
- Perform technical analytical work without frequent supervision, including collecting and interpreting data using statistical and other analytical tools and models.

Must have a valid Utah Driver License. Must be a safe driver with no more than 4 moving violations in the past 3 years. Cannot have more than 1 violation of driving under the influence of alcohol, any drug, or the combined influence of any alcohol or any drug within the last 10 years; or, if a non-driver, must be able to travel efficiently by another means to and from varied locations within UTA’s service area.
Lack of a driver’s license does not necessarily preclude employment.

Pay Rate: $27.35 hourly
