JOB SUMMARY

Provides support for all non-procurement contracts and agreements entered into by UTA with other parties. Performs full range professional duties involved in tracking, monitoring, analyzing, and administering of contractual and other agreements between UTA and other entities and external stakeholders in non-procurement agreements. Approves invoices to ensure contractual terms and conditions are followed and in compliance with agreements. Serves as subject matter expert to management at all levels on matters pertaining to non-procurement agreements, including interlocal agreements and other arrangements with local governments, educational institutions and other parties where formal procurement agreements are not required. Also provides support for financial analysis and budgeting for contracts and other financial matters as required by Budget & Financial Strategy organization.
 

MINIMUM QUALIFICATIONS

 
EDUCATION/TRAINING: 
Bachelor’s degree in Finance, Accounting, Business, or other related discipline. Background in contract management, financial analysis and data analysis preferred. Extensive coursework and/or experience in principles and practices of contract administration and financial analysis. Graduate training and/or degree in finance and contract administration preferred.
 
EXPERIENCE: 
Five years with demonstrated progressive competence in contract management or other procurement work experience. Demonstrated experience in financial planning and analysis, including budgeting.
Knowledge:
  • Advanced knowledge of contractual law and applicable federal and state procurement laws and procedures, as noted above.
  • In-depth knowledge of various types of contracts, contract procedures, terms and conditions, and contractual documents.
  • Knowledge of and ability to apply financial and business best practices.
  • JD Edwards or other ERP systems experience preferred.
Skills:
  • Advanced proficiency in MS Word, Excel, and Outlook preferred

This job requires regular and predictable attendance.
This position requires an initial as well as an annual credit check.
