Summary: 
The Estimator – Transmission position prepares cost estimates for transmission line construction, responsible for cost competitive and timely preparation of estimates for budgets and bids. This position has knowledge of construction means and methods, costs, and industry principles related to HV/EHV transmission lines. This position will also have a client focus approach and will work well as part of the project team.
 
Requirements:   
  • Estimates Engineer Procure Construct (EPC) project costs related to high voltage (HV) electrical transmission line construction scopes of work for utility owned and 3rd party client renewable energy developer projects. 
  • Develops estimates to capture costs for procurement and installation of temporary construction facilities, project and field management, right of way clearing and access, foundations, HV transmission line construction, grounding system, engineering services, testing, taxes, contingency, warranties, margin.
  • Provides estimates for utility owned and multi-scope renewable energy projects. 
  • Reviews Requests for Proposal (RFP) specifications and drawings and attend pre-bid meetings (and/or site visits) as necessary to determine scope of work and required contents of estimate.
  • Uses standardized tools and processes to prepare accurate, competitive, and timely estimates of project costs and durations.
  • Works with design team to define engineering requirements, estimate quantities, and obtain quotes from subcontractors and suppliers.
  • Assesses cost effectiveness of vendor quotes for materials, equipment, and services.
  • Completes take-offs to calculate estimate quantities and units of work for transmission line EPC self-perform scopes of work.
  • Collaborates with other discipline estimators for costs related to respective project scopes of work within a complete project opportunity.
  • Reviews thoroughly estimate scope and pricing and assists in the assembly of proposals prior to submission.
  • Develops documentation of cost and schedule in support of the bidding process.
  • Defines scope of work clarifications and exclusions related to project estimate for integration into proposal.
  • Refers design/engineering questions to Sr. Estimator, Chief Estimator, or Preconstruction Manager, as is appropriate within assigned project team. 
  • Participates in estimate reviews and provides input to Sr. Estimator for SOV, ACE, and technical bid document preparation.
  • Attends work regularly and punctually, as scheduled or expected.
  • Complies with Employee Handbook, Code of Conduct and Company Policies & Procedures.
  • Presents, supports, and leads-by-example with a safety and quality-oriented attitude.
  • Determines impacts to estimates based on local labor requirements, commodity pricing, and client requirements.
  • Assists in compiling historical cost data for projects.
  • Gathers details and maintains current market data necessary to accurately estimate construction, material, and soft costs associated with project construction.
  • Receives mentoring by a Sr. Estimator to continue learning the interrelationship of client RFP information, design, and costs within the project estimate.
  • Provides leadership, coaching, and/or mentoring to subordinate estimators, as needed.
Qualifications:
  • High school diploma/GED with at least 6 years’ applicable work experience required OR
  • Associate's degree in engineering, construction management, or similar; and High School Diploma with at least 4 years’ applicable work experience required OR
  • Bachelor's degree in engineering, construction management, or related area of study required AND
  • 2 years or more of experience in estimating transmission line self-perform construction (4 years with Associates, 6 years with High School) required.
  • 2 or more years of field-based construction experience preferred.
  • Ability to travel domestically 5-15% required.
  • Possesses solid working knowledge of transmission line construction scopes of work.
  • Experience with EPC and Balance of Plant (BOP) self-perform estimating structure for creation of proposals for large utility owned and utility grade renewable energy power plant projects.
  • Ability to recognize and recommend alternative designs/scope definitions which support consistency, standardization, and cost competitiveness.
  • Intermediate experience working with underground electrical, heavy mechanical erection, solar and BESS plant construction, and substation construction is desirable.
  • Familiar with design build construction methods utilizing creative thought processes and experience to produce production-based cost estimates with detailed costs for resource budget estimates.
  • Able to build moderately complex project estimate assignments, including performing all quantity take-offs from RFP and engineering documents and quantity entry into estimating software.
  • Intermediate math and computer skills required.
  • Proficient estimating in HCSS HeavyBid is preferred.
  • Proficient in Microsoft Outlook, Microsoft Office (Excel, Word, Project, OneNote, Teams), and Sharepoint.
  • Experience with Blue Beam/Adobe.
  • Able to evaluate site conditions from plans, geotechnical reports and/or site visits for creation of cost estimates utilizing best labor, equipment and material resources for most competitive and accurate proposal estimates. 
  • Able to apply varying levels of detail for both indicative and hard bid proposals.
  • Intermediate skills in client, vendor and subcontractor interface and negotiation.
  • Ability to travel to sites to review site conditions during the proposal phase, evaluate resources and production during the construction phase.
  • Detail oriented. Analytical thinking skills required.
  • Desire to learn and apply knowledge quickly.
  • Self-starter and able to complete tasks with minimal supervision.
  • Excellent oral and written communication skills required.
  • Ability to drive innovation of new processes while supporting corporate standards for quality.
  • Ability to work under pressure and manage multiple assignments.
  • Ability to work in a highly collaborative team environment working with third party customers, developers, design engineers, estimating team, pre-construction mangers, construction managers, and executive managers on a regular basis.
  • Functional competencies include accountability, attention to detail, continuous improvement, drive, and collaboration.
Anticipated base salary range:  $84,000 - $100,000
 
The final agreed upon compensation is based on individual education, qualifications, experience, and work location. This position is bonus eligible.
