Job Title:  Commissioning Manager 

Department: Engineering, Procurement & Construction 

Location: Austin, TX (USA) or remote 

Reports To: Director, Construction Management 

  

Position Summary: 

The Commissioning Manager will be the primary commissioning representative for Recurrent Energy, liaising with the EPC contractor, Independent Engineer, and Interconnect Authority, and is accountable for the EPC contractor’s commissioning activities across multiple solar PV and battery projects in North America. The Commissioning Manager will be responsible for the detailed review of functional testing results and commissioning reports and ensuring the EPC’s compliance with the Commissioning and Test Plan. The Commissioning Manager will be responsible for daily and weekly reporting on the commissioning status of the facility, including detailed analysis of work performed versus expectations, tracking of commissioning activities in relation to project milestones, and resolution of start-up issues. The Commissioning Manager will work closely with Recurrent Energy’s EPC, Power Services (Operations & Maintenance), and Asset Management teams to ensure a smooth transition of projects from construction to operations. 

  

Responsibilities: 

  • Monitor and ensure that work at project sites is being performed in a safe manner and that all personnel are complying with the EPC contractor’s project safety plan.
  • Witness on-site functional testing and commissioning activities performed by the EPC contractor and equipment suppliers.
  • Complete detailed review of functional testing results and commissioning reports.
  • Provide daily and weekly reporting on commissioning status, including hosting update meetings as required with internal and external stakeholders.
  • Ensure EPC contractor is meeting or exceeding the required schedule for commissioning and testing.
  • Liaise with EPC Contractor, equipment suppliers, Recurrent Energy’s engineering team and engineering consultants to quickly resolve commissioning and start-up issues.
  • Work with the EPC contractor and equipment suppliers to maximize energy production during the commissioning phase of the project.
  • Provide comments and input on project punchlists submitted by the EPC contractor.
  • Support Recurrent’s IT team with the commissioning of the Plant SCADA system.
  • Support project site team with QA / QC inspections and documentation.
  • Review and provide input on the EPC contractor’s training program for the Operations & Maintenance team.
  • Assist with handoff of project from Recurrent Energy’s EPC team to the Operations & Maintenance and Asset Management teams.
  • Review and provide input on commissioning and testing requirements in the EPC contract and specifications.
  • Participate in contract negotiations with EPC contractors and equipment suppliers, as required in relation to commissioning and testing scopes.
  • Capture any lessons learned from the commissioning phase of the project, including recommendations for future projects.
  • Participate in project postmortems with the goal of improving project execution on future projects. 
  • Facilitate knowledge sharing with Recurrent Energy team members in other regions that are testing and commissioning similar facilities.
  • Other duties as assigned.

  

Knowledge, Skills, and Abilities: 

  • Extensive site experience in commissioning utility scale solar PV and battery storage projects.
  • Deep understanding of commissioning and test procedures for high voltage substations, solar PV plants and battery storage projects.
  • Ability to review and complete detailed analysis of functional testing results and commissioning reports.
  • Ability to read and interpret EPC contracts, design drawings, specifications, and interconnection agreements.
  • Proven ability to handle multiple projects, prioritize, and remain calm under pressure.
  • Strong interpersonal and customer service skills relating to significant contact and communication with internal and external stakeholders.
  • Highly resourceful and comfortable working in an unstructured environment.
  • Highly driven and hard working with high standards for themselves and others.
  • Strong organization and planning abilities.
  • Ability to deal effectively with diversity of individuals at all organizational levels.

  

Requirements: 

  • Bachelor’s degree required
  • 5-10 years’ experience in commissioning, testing and project start-up in the Renewable Energy industry.
  • High level of professionalism, results oriented, organized, highly motivated and detailed.
  • Ability to communicate clearly and concisely, multi-task and strong analytical skills.
  • Computer literacy, excellent abilities with Microsoft Word, Excel, and PowerPoint.

  

Other Comments: 

  • Travel, as required (approximately 25%).
  • Work in evenings or weekends may be required to support EPC’s commissioning schedule.
