Technical Program Manager

The Technical Program Manager will be the lead on one of the 12 overall Transformation program initiatives - either driving incremental revenue or cost savings for RAX. The TPM will be partnering with the transformation managers and be responsible for holding their stakeholders accountable for meeting the deliverables of the program, calling out underlying dependencies and risks to the timelines, along with leveraging best PM principles.


Delivers business outcomes for strategic cross-functional technology programs. These include areas like software engineering, IT infrastructure build outs, systems integration, system and data migration. Responsible for one medium or two small programs where scope is subject to change and there is a high degree of risk.  Program objectives address complex business opportunities with multiple cross-functional interdependencies between several projects and programs. Owns change management throughout the lifecycle of the programs and drives change control process post plan of record. Experienced professional using best practices and knowledge of internal or external business issues and technology to improve products or services as well as continuous improvement of program and project management practices.


Mastered understanding of the Rackspace project management methodology, project management systems and tools, and industry best practices for project management. Strong experience working in common software engineering environments using Agile (Scrum, Kanban, SAFE) and traditional SDLC models (waterfall, V-shaped). Sound understanding of IT terminology and processes including software engineering, Infrastructure and operations to make meaningful contributions to technical programs. Developing Subject Matter Expert in program management. Coaches and mentors other PMs, technology and business partners on project management methodologies. Developing expert in program stakeholder analysis (including customer resources) and drive governance and adherence. Strong, tactful communication in reports, presentations and documentation. Provides clear instructions to subject matter experts to complete deliverables. Confidently influences and liaises with all levels including senior business stakeholders, technical teams, and third-party suppliers.


Able to direct solutions to solve problems of varying complexity creatively as required. Maintains a consistent and prioritized view of all problems related to a program and actively captures and monitors problems that externally influence a program. Provides input in helping the program team select appropriate methods, techniques, and evaluation criteria for obtaining results. Develops and manages risk management plan including issues, risks, likelihood, mitigation strategies, mitigation resource needs, and timeframes. Escalates risks and issues with proposed mitigations and time-frames to sponsors and champions.


  • Bachelor's degree required
  • PMP/PRINCE2 preferred; ADKAR/Prosci experience and certification desired
  • 8+ years of progressive IT project and program management experience required; 10+ years preferred
  • Prior experience as hardware/software engineer, quality engineer, business analyst desired
