Job Summary 

The Director of Data engineering is responsible for providing strategic direction for the overall Data Modernization efforts at Quantum Health, and will lead the Design, Development, Implementation, Maintenance and Governance of the Data Engineering organization for the provisioning of high quality data across the QH Enterprise.

In accordance with our mission of transforming into an “insights driven organization”, the Data Engineering leader will support the IT organization by identifying data strategies with a focus on implementing innovative data architectures and integration methodologies. He/She will advise and inform the IT leadership team of technology solutions that can best maximize business value and establish the strategic data frameworks for success. He/She will build and manage a high performing team of data experts, provide servant leadership, create opportunities to enhance the skill-sets of the team and oversee the implementation of our data solutions to accelerate Quantum Health’s digital transformation in alignment with our Product strategy. 

This Director of Data Engineering will be responsible for overseeing the Data Engineering group which includes the Data Operations team (RUN function), Data Analysts team, BI Development Team (BUILD function) and the Eligibility / Provider Services Team. This individual will participate in the development of our overall IT strategy and will work across business and technology teams to ensure alignment between business solutions and data / systems architecture relating to our data processes, tools and Analytics technology adoption. This position will also oversee the data acquisition and ingestion processes to ensure that all the data required to transact the day to day operational activities is efficiently acquired, processed, stored, and presented to all internal and external business partners with quality. The Director will work with business stakeholders along with the BI team members to assist with conceptualizing, designing and delivering actionable insights in an agile environment. This will ensure the delivery of the IT vision for the Data Engineering function through effective partnerships with the IT infrastructure / application / architectural and BI teams with robust data governance.

Provide strategic direction on data modernization, governance, master data and data quality initiatives. Maximize business value using data as a strategic asset.

In partnership with the IT Leadership, implement the QH Data and Analytics Strategy.

Drive priorities for the team by establishing a clear roadmap and ensure alignment among all stakeholders.

Consistently strive for enabling modern data tools / technologies and showcase willingness to take calculated risk.

Take ownership of technical data solutions to ensure delivery of superior products/services from discovery to deployment.

Take ownership of implementing data assets in the Cloud including but not limited to Data Lake, Data Warehouses and other Cloud storage mechanisms.

Manage a wide range of overlapping projects, set budgets, schedules and milestones for the data team to meet aggressive business deliverables in a timely fashion.

Build internal expertise in cloud architectures, data security, data lake and associated analytical tools or applications.

Recruit and retain a strong, diverse, mission driven data team.

Work with vendors and partners, negotiate deals that serve and protect Quantum's best and long-term data interests.

Steer the data engineering function and organization forward by engaging with other high-level decision makers within and outside of the IT organization.

Maintain a pulse on cutting-edge technologies and be open to aligning with the ever-changing data and technology landscape.

Provide oversight / guidance related to data issues needing technical or systems expertise.

Budget and vendor management related tasks.

Manage direct reports, good department morale, creating and updating individual development plans, and partner with HR to develop a best in class data function.

Work with non-IT business units to ensure technical solutions align with business objectives.

Oversee all data efforts in support of client Implementations.

Oversee all data quality initiatives.

Provide effective resolution for escalated data related issues with our customers/data partners.

Skills and Qualifications

  • Bachelor's or Master’s degree in the field of Information Technology, Computer Science, Mathematics or Data Analytics. Graduate degree preferred.
  • 15+ years of proven progressive experience in Data Engineering, Data Governance/Quality and Business Intelligence solutions with their Architectures, Design, Development and Implementation.
  • At-least 4 years of experience with Cloud Databases, Data Lake, NoSQL Databases, Streaming Data preferably in the AWS Cloud environment.
  • Advanced certifications in Cloud / Big Data to strategically position data as an enterprise asset and supporting ongoing insights adoption for an always fresh, forward-thinking operational mindset.
  • Maintains in-depth knowledge of data best practices, technologies, architectures and emerging data technologies along with their potential application to existing or future offerings.
  • Experience with operationalizing and optimizing Enterprise Data Governance frameworks.
  • Experience leading cloud migration projects, Data Lake Implementations on one or more highly distributed / massively parallel systems such as Hadoop, AWS or Azure.
  • Experience implementing Customer / Member 360 view solutions to enable the organization unlock insights on structured and unstructured data sets.
  • Familiarity with cloud data encryption, tokenization to protect data at rest and in-motion.
  • Familiarity with modern AI / ML technologies to be able to “connect the dots” using various cloud native services.
  • 5+ years of experience in a healthcare data engineering environment strongly preferred.
  • Familiarity with Medical and Pharmaceutical Claims adjudication processes strongly preferred.
  • Deep understanding of standardization, integration and error handling with data integration processes.
  • Ability to accurately develop data integration and data repository build components of a solution.
  • Must be an evangelist to help Quantum Health become more sophisticated in its use of data and helping create a data-informed culture.
  • Must be a thought-leader, change catalyst and outside the box thinker who consistently strives for best possible outcomes.
  • Strong vendor management and solution integrator / partner relationship building skills to identify and leverage resources for successful execution of projects.
  • Strong communication, mentoring / coaching skills and influencing/leadership skills.
  • Executive communication skills, ability to interact effectively with C-Suite level leadership.
