Purpose of Role 
QTC’s Advisory Division is focused on supporting financial sustainability and operational excellence across Queensland’s Government Departments, Local Governments and Government Owned Corporations. The Advisory Division supports and assists these Government entities to: 
  • deliver their budgets 
  • improve their client service delivery 
  • identify and mitigate significant business risk 
  • implement and sustain projects while building internal capability 
QTC’s Advisory Division contributes to projects that create meaningful solutions with profound outcomes. Our work addresses challenges of today, with results for tomorrow, striving to improve Queensland for generations to come. 
To achieve these objectives, Advisory Division needs to manage its risk effectively.  The Principal - Portfolio and Risk will be actively involved in the portfolio resource management and also utilise the risk management framework to inform senior management of relevant risks related to Advisory projects and the Division. One of the main goals is to cultivate a robust risk mindset culture throughout the Division, ensuring that risk considerations remain at the forefront. This role is critical in managing portfolio resources and identifying, assessing, and mitigating risks across the portfolios of projects, while safeguarding project success and minimising potential negative impacts. 
 
Responsibilities & Accountabilities 
Portfolio Management 
  • Establish a consistent and effective framework to portfolio management 
  • Support the governance framework and portfolio structure in delivering the roadmap and meeting business objectives 
  • Assist Management to identify resources for projects to effectively support prioritised opportunities within the portfolio 
  • Assist Management in planning resource development requirements. 
  • Design strategic plans on resource management with insights to future resource development requirements and alignment with the prioritised opportunities within the portfolio 
  
Risk Management 
  • Collate and report portfolio risks, tracking changes and assessing their impact 
  • Provide timely portfolio risk status updates, capturing considered risk scenarios and mitigation plans  
  • Ensure thorough risk assessments are conducted (via risk workshops), considering likelihood, impact, and severity 
  • Facilitate risk mitigation plans and response strategies) tailored to each project and the overall program 
  • Act as the Division's point of contact for Risk and coordinate the contributions to (and actions from) internal risk committees and audit reviews. 
  • Provide the Project Leads with guidance and support in applying QTC’s risk framework; documenting identified risks associated with their project activities, processes, and external factors

Technical Competencies 
  • Facilitate workshops and have robust discussions with project teams 
  • Communicate resource and risk related information effectively 
  • Collaborate with project leads to integrate resource and risk management into project plans 
  • Strong evaluation skills to report risk management processes and improvement opportunities 
  • Liaise with Risk Division to stay informed about industry best practices and emerging risk management trends 
 
Leadership Competencies 
  • Deliver through internal staff / teams and externally sourced partnerships, alliances/providers 
  • Provide technical / functional leadership to business as usual (BAU) and new opportunities/improvements
  • Lead compliance with governance and risk frameworks 
 
Qualifications 
Essential 
  • Tertiary qualification in a relevant discipline required for professional roles (e.g., Business, Engineering, Finance, or Project Management) 
Desirable 
  • Professional certifications such as PMI-RMP (Risk Management Professional) or equivalent 
 
Experience 
Essential 
  • Minimum 5 to 10 years employment experience in roles that demonstrate overall competency. Proven experience in risk management within an advisory environment. 
  • Experience in the business operating model capability set with delivered results (preferred) or identified capacity to deliver results across the listed capability areas 
Desirable 
Experience in a public sector organisation
