Purpose of Role  
QTC’s Advisory Division is focused on supporting financial sustainability and operational excellence across Queensland’s Government Departments, Local Governments and Government Owned Corporations.  
The Advisory Division supports and assists these Government entities through advisory services to:  
  • deliver their budgets
  • improve their client service delivery
  • identify and mitigate significant business risk 
  • manage financial and commercial projects / dealings
  • optimise their financial position, asset portfolios and improve commercial effectiveness
  • implement and sustain projects while building internal capability

This role resides in the Property team as part of the Industry, Investment and Commercial (IIC) Group within the Advisory Division. The team provides strategic, financial, and commercially focused advice that optimises assets, projects, portfolios or transactions.  The team works closely with the Queensland Government and key government businesses with large property portfolios to deliver on government priorities that create better financial outcomes for Queensland.  Our teams complement and supplement our client’s internal skills and knowledge with our own industry and technical expertise. Working within a team of experienced professionals, you will be responsible for:  
  • Identifying risks and returns on planned investments
  • Presenting financial analysis commercial outcomes to various agencies
  • Providing commercial solutions to multifaceted stakeholder and asset challenges
  • Development feasibility and transaction due diligence
  • Market and data analysis
  • Asset and sector level research
  • Assisting with procurement options and structured finance arrangements
  • Preparing portfolio investment strategies and accommodation plans
  
Land and buildings are the largest asset class on the State’s balance sheet (~38%) with ~$194bn of real estate assets under management (AUM).  Collectively our clients are the largest owners, tenant occupiers and users of land and other property (eg. commercial, industrial, and residential) in Queensland; therefore the team’s insights are highly sought-after to maximise returns and optimise costs.

Responsibilities & Accountabilities  
  • Scoping and developing advisory projects for the Property portfolio
  • Deliver commercial property and development focused advice including business cases or portfolio strategy
  • Deliver high-quality written reports and strategic, financial and commercial analysis as evidence or as part of thought leadership
  • Deliver effective financial analysis, modelling and presentations on the advisory projects, transactions, developments, portfolio evaluation and programs
  • Meeting project delivery milestones and technical requirements
  • Leads the creation of financial modelling, feasibility assessment, asset evaluation and portfolio analysis, including business cases
  • Deliver parts of presentations to executives, boards or senior government officers
  • Meet high quality standards and technical rigour, for QTC and the team
  • Contribute to the Team and Group KPIs
  • Assists in identifying commercial opportunities to deliver on State priorities
  • Contributes to internal reporting and financial requirements, including managing project budgets and delivery timeframes

  • Demonstrates strong financial and commercial acumen
  • Property literate having a deep understanding of property sector issues and challenges being familiar with property development, investment, business cases or portfolio optimisation and evaluation approaches
  • Strong in technical areas such as financial modelling, corporate finance, project finance, feasibility studies, development management, structuring or valuations
  • Excellent report writing, financial analysis, modelling and presentation skills. Synthesising the right data independently, identifies solid insights and supports decisions with evidence
  • Some experience in negotiating and facilitating discussions in a variety of project and client situations with an engaging and persuasive communication style (including for transactions or advisory engagements)
  • Some relationship management skills including the ability to build rapport with clients and internal teams
  • Project management skills and experience and a demonstrated ability to influence a project team of professionals to a common goal
  • Critical thinking, decision-making and problem-solving skills, including ability to understand situations and help curate solutions in a structured approach
  • Financial, economic, industry and statistical analysis skills with high attention to detail

Qualifications  
  • Tertiary qualification in a property, development, finance / commerce, business and economics or similar disciplines required for this role 
  • Complementary education and career experience in property may also be considered alongside demonstrated, equivalent and relevant professional training in the key technical competencies
  
Experience  
Essential  
  • Minimum 5-9 years experience in roles that demonstrate overall competency with focus on commercial property or development sector.
  • Familiar with property markets, commercial asset types, investment or valuations eg. commercial real estate, development financing, banking or property consulting
  • Delivered results or identified capacity to deliver results in a team environment, across the listed responsibility/competency areas
  • Delivered presentations to senior executives, boards or senior government levels 
  • Some formal people coaching and technical training leadership experience 
  • Precinct development and portfolio restructuring/optimisation experience
