Queensland Treasury Corporation (QTC) is the central financing authority for the Queensland Government. Through our Advisory Division, we partner with government agencies to design, implement and administer complex programs and schemes that deliver meaningful economic and social outcomes for Queensland.
We are seeking an operational focused Associate with program administration, business analysis and governance skills to support the establishment, delivery and ongoing administration of government programs and schemes.
About the Role
This role will support the streamlining administration of government schemes, ensuring compliance with eligibility criteria, governance requirements and enhancement of operational frameworks.
You will contribute to the establishment and maintenance of multiple programs across interrelated streams of work, including due diligence, commercial considerations, implementation planning, business process mapping and system design, governance, and performance reporting.
This position is well‑suited to someone with operational frameworks and governance or business analyst experience.  Bringing, sound judgement, and an interest in working across policy, operations and delivery within a public sector environment.
In this role, you will:
  • Contribute to the management of timelines, risks and delivery across multiple program and scheme design streams
  • Apply business analysis capability to support process design, system requirements, operational workflows and continuous improvement initiatives
  • Assist with governance activities, including scheme compliance, adherence to eligibility criteria, controls and reporting requirements
  • Support accurate, compliant and efficient scheme operations in line with governance and assurance frameworks
  • Assist with due diligence, commercial analysis and implementation planning activities
  • Monitor and improve QTC business processes, working across the organisation with key stakeholders
  • Prepare clear written materials, briefings, reports and presentations for stakeholders
You will bring demonstrated capability in:
  • Business analysis, including documenting requirements, analysing processes, identifying risks and improvement opportunities
  • Supporting stakeholder engagement, managing interdependencies and navigating competing priorities
  • Governance support, including compliance against program criteria, controls, reporting and assurance requirements
  • Financial and commercial analysis to support program or project issues
  • Identify opportunities to improve performance and delivery outcomes
  • Identify, assess and mitigate scheme, operational and organisational risks
  • 2 – 5 years’ experience in a complex, fast‑paced corporate or government environment
  • Advanced capability in PowerPoint and experience using BI / reporting tools
