QTC is the central financing authority for the Queensland Government and provides financial resources and services for the State. We manage the State’s funding program in the global capital markets to deliver sustainable and cost-effective borrowings for the Queensland Government, local governments, and other related entities (our clients). 
With a statutory role to advance the financial interests and development of the State, we help to deliver innovative, long-term solutions that contribute to the growth of Queensland’s economy. We protect Queensland’s financial interests and deliver better financial outcomes by centralising the management of our clients’ borrowings, cash investments, and foreign exchange. 
 
Purpose of Role
The Finance team is responsible for the financial leadership of a reputable Central Financing Authority for the Queensland Government. To be successful, the team focuses on partnering with the business to drive optimal performance while maintaining an objective viewpoint and a strong financial control framework.
As the Senior Finance Business Partner, your primary responsibility is to collaborate and support senior divisional leadership teams, as well as other key stakeholders, to provide financial performance reporting that enhances the division’s performance. You will offer financial insights, advice, and recommendations that drive the optimisation of business performance through your strong data-driven analytical skills and effective communication and partnering skills. 
 
Responsibilities & Accountabilities
  • Collaborate with Divisional Directors, Executive Directors, and Managing Directors to provide insightful reporting and analysis for key business decisions.
  • Build strong stakeholder relationships, acting as a trusted advisor and partner.
  • Deliver monthly management reports, monitor results, and present key insights and actions to improve business performance at regular divisional meetings.
  • Support divisional business planning, including developing budgets, forecasts, and KPIs aligned with QTC strategy.
  • Establish and maintain the required suite of financial models to support the business drive strategies to optimise business performance.
  • Provide input and challenge into project business cases and benefits.
  • Identify, champion and deliver key finance projects to improve financial and operational metrics.
  • Assist in implementing strategic financial initiatives identified by Finance leadership team.
  • Support month-end, forecast, and budget processes, and handle ad-hoc financial requests.
  • Partner with division teams and Finance Operations team to understand financial performance and track business initiatives.
  • Promote continuous improvement and efficiency within the team and across the business.
  • Mentor finance colleagues to support their development.
  • Undertake other activities as directed by the Director, Finance Business Partnering
     
Technical Competencies
  • Technical competencies required include:
    • Finance Business Partnering experience with Managing Directors or Executives
    • Finance systems in a commercial environment e.g. Excel, PowerBI, PowerPoint 
    • Financial Accounting & Management Accounting 
    • Portfolio, product, and client accounting and reporting 
    • Project benefit realisation reporting
    • Monthly management reporting 
    • Monthly Board Reporting
    • Budgeting and forecasting 
    • Adherence to accounting standards and practices 
  • Financial model development and strong analytical skills using multiple data sets with high attention to detail. 
  • Excellent communication skills and proven ability in building strong relationships with stakeholders and exert influence to deliver on commitments.
  • Sound organisational and effective time management skills, can handle pressure and manage expectations whilst servicing people from across different divisions.

  • Demonstrated experience working as a senior member of a Finance Business Partnering team.

    • Negotiation, facilitation, communication skills (verbal, written, presentations) suitable to stakeholders
    • Financial, economic, industry and statistical analysis skills with high attention to detail
 
Qualifications
Essential
  • Tertiary qualification and professional practice certification in finance or related discipline
  • CA/CPA qualified or post graduate qualification in finance or related discipline
Desirable
  • Training, qualification or knowledge of
    • Funding and markets 
    • Knowledge of risk management practices and standards
 
Experience
Essential
  • Proven 6+ years of finance business partnering experience ideally within Financial Services companies, especially those dealing with Australian financial markets and Treasury.
  • Advanced analytical skills with a proven ability to identify key insights impacting business performance and strategies to address.
  • Experience in presenting to senior stakeholders including Executive Directors and Managing Directors (as required).
  • Demonstrate behavioural skills in acting as a thought leader, upholding strong professional and ethical standards.
Desirable
  • Experience working in the financial services industry, risk management practices, and project accounting.
