About QTC

Queensland Treasury Corporation (QTC) is the Queensland Government’s central financing authority and corporate treasury services provider, with responsibility for:

  • sourcing and managing the debt funding to finance Queensland’s infrastructure requirements in the most cost effective manner;
  • providing financial and risk management advice to the Queensland Government and its Queensland public sector clients on financial risk issues; and
  • investing the Queensland Government’s short to medium term cash surpluses, to maximise returns to clients through a conservative risk management framework.

QTC works closely with its public sector clients to assist in managing their risk in financial transactions and achieve the best financial solutions for their organisations and for Queensland.

Like most organisations, QTC faces challenges and opportunities from the ever-present forces of regulatory change, market conditions, and technological innovation. The impacts of these changes to QTC’s business are guided by QTC’s Change Governance Framework and overseen by the Project Management Office (PMO) team, who work closely with business stakeholders in managing the internal project portfolio.

The role

The Project Manager will be an important member of the PMO team and will play a vital role in driving successful project outcomes. Their primary focus will be to work collaboratively with cross-functional teams to ensure project objectives are met while maintaining quality.

The role will be responsible for planning, executing, and completing projects within scope, on time and on budget (such as technology implementation and enhancement projects, operational improvement activities, audit finding remediation, and undertaking procurement processes).

The successful candidate will possess a solid foundation in project management skills, have experience in working within both agile and waterfall methodologies, as well as having strong communication and soft skills. They will thrive on solving complex problems, be resilient, adept in working in a cross-functional environment, and enjoy working as part of a small, high performing team.

What will you be doing?

Key areas of responsibility and accountability for the Project Manager will include:

  • Working with business and technology stakeholders to define project scope, objectives and deliverables.
  • Leading project teams and ensuring their alignment with the project objectives, milestones and deliverables.
  • Taking a proactive approach to identifying risks, resolving problems and escalating issues that may arise during the project lifecycle.
  • Seamlessly adapt to changes in project scope and requirements while managing the impact on the project schedule, budget and people.
  • Enable effective communication within project team members and communicate effectively with internal and external stakeholders, including clients, vendors and senior management.
  • Evaluating project performance and outcomes and provide feedback and recommendations for improvement.
  • Applying best practises and standard methodologies to ensure the project meets the expectation and standard of QTC.
  • Identify areas of improvement and contribute to the development of best practises within the organisation.
  • Acting as an ‘enabler’ of change proposals to ensure timely decision making
  • Writing and contributing to change requests, business cases, and other documentation required as part of project planning and approval processes.
  • Ensuring the leadership team is updated on a regular basis by assisting the team to collect regular project updates when required.

 

What we’re looking for

We are seeking candidates who are passionate about doing ‘the best work of their careers’ with us and ideally have the following qualifications, skills and experience:

  • Minimum of 8 years’ experience as a Project Manager, preferably within medium to large complex organisations (public sector and/or finance industry experience highly desirable)
  • Project Management accreditation by PMI, AIPM or an equivalent is desirable.
  • Relevant tertiary qualifications or significant equivalent contribution and understanding of an appropriate discipline is desirable.
  • Experience in managing and delivering multiple projects simultaneously.
  • Experience in leading multi-disciplinary project teams.
  • Proficiency in project management software and tools.
  • Experience in contributing to business and technology change activities, including the development and implementation of new systems, processes, and practices.
  • Demonstrated understanding of the software development lifecycle and approaches to project management including waterfall, agile, and hybrid.
  • You will ideally possess the following personal qualities:
  • Excellent communication and interpersonal skills with the ability to work collaboratively with a range of stakeholders.
  • Experience in reporting and presenting complex information to various stakeholders.
  • The ability to be responsive, adaptive, and agile to changes in direction and approach.
  • Strong analytical skills with the ability to identify potential risks and issues early.
  • A strong personal drive, attention to detail, and integrity
  • A results-driven individual with an innate ability to remain calm and composed during times of uncertainty and stress.
  • Personal leadership consistent with QTC values and highest level QTC competencies
  • Integrity, including upholding strong professional and ethical standards and willingness to accept responsibility and accountability.
  • Discretion, maintaining confidentiality, and recognising and respecting sensitivities.
  • Ability to solve complex problems and make decisions.
