Organization Description:

Community Outreach and Patient Empowerment (COPE) is a Native-controlled, community-driven non-profit 501©3 entity based in Gallup, NM. COPE’s Vision is to eliminate health disparities and improve the wellbeing of American Indians and Alaska Natives. COPE has an annual budget of $3.5M and staff of approximately 30 individuals. The three areas of strategic focus for COPE’s work are:

  • Improve health care delivery to Native families through community-based outreach and health systems strengthening.
  • Increasing access to healthy foods and promoting food sovereignty in tribal communities.
  • Strengthening local capacity and partnerships to bring about system-level change.

 

Position Title:  Program Manager

Reports to: Program Director

Location: Gallup, NM or Remote, with regular trips to Navajo Nation

Position Type: Full-time, exempt (may include evenings and weekends)

 

Project Overview:

In the context of COVID-19, contact tracing is a means of virtual accompaniment that achieves three important goals: stopping the spread of COVID by isolating cases and contacts, improving health outcomes by monitoring symptoms and connecting to care, and supporting wellbeing through social and emotional support. COVID-19 contact tracers are a community-based paraprofessional workforce and many of their skills and roles map onto the broader healthcare profession of community health workers (CHWs). The contact tracing program provides an opportunity to address the root causes of systemic challenges; not only do they assist with collection epidemiologic data and support isolation and quarantine to stop the spread, they provide daily accompaniment to families affected by COVID to connect people to resources, check on symptoms and refer to medical care, and provide emotional support.

 

Position Overview:

The Program Manager (herein referred to as “Manager”) will oversee COPE’s programming including the Expanded Contact Tracing as well as other COVID programming under the supervision of the Program Director. The Manager will directly supervise a team of approximately 7 Supervisors, who will jointly be responsible for oversight of up to 75 Contact Tracers. The Manager will serve as a point of contact and liaison with Navajo Nation leadership and Navajo sites to ensure that the Expanded Contact Tracing Program is aligned with the evolving needs of the COVID response. The Manager will provide general management support, including staff supervision, program management, training, fiscal oversight of program budgets, and input on future development and strategic planning. The Manager will also work closely with the PIH’s U.S. Public Health Accompaniment Unit (USPHAU) which provides technical assistance to COPE on policy, strategic planning, metrics and program evaluation, and training of Contact Tracers.

 

The principal responsibilities of the position will include:

 

Program Management and Oversight:

COPE upholds a community driven approach to all program and evaluation activities 

  • Work with COPE leadership, managers and staff to develop and implement short-, medium-, and long-term workplans for expanded contact tracing, responding to the COVID pandemic and its dynamic needs including new project initiatives
  • Ensure all program activities are community driven in collaboration with other COPE staff and are culturally tailored to the unique needs and strengths of the Navajo Nation.
  • Work closely with the Executive Director and Administrative team to develop and maintain positive relationships and partnerships with the local stakeholders and partners, including the Navajo Nation Department of Health, Navajo Area Indian Health Services, state Departments of Health, institutions sponsoring contact tracers, other public sector and non-profit organizations and other tribal/community leaders
  • Ensure program integration with COPE’s ongoing activities
  • Maintain a positive working environment and relationships with partners, key stakeholders, and other COPE staff
  • Oversee Supervisors and the Contact Tracing workforce to ensure that programmatic activities and training workplans are carried out in a timely, high-quality and coordinated manner

 

Collaboration and Stakeholder Engagement:

One of the key areas of focus for COPE is collaboration with partners on Navajo Nation and within the COPE team

  • Collaborate closely with COPE’s Sr. Specialists and other Program Managers to carry out COPE programming and activities
  • Ensure collaboration and coordination with the COPE staff in engaging and working across all the mutual stakeholders across COPE’s programs
  • Manage, mentor, and support supervisors and staff including the implementation of individual professional development plans
  • Represent the COPE-Navajo Nation site in the PHAU network, sharing out site activities and tapping into best practices and resources across the PHAU team
  • Collaborate closely and transparently with Training and Technical teams in Partners In Health’s USPHAU and Brigham and Women’s Hospital

 

Administration:

  • Provide oversight on grant administration, reporting and finances related to Contact Tracing, and COVID related activities working closely with the Administrative Director and Finance Team
  • Provide input to Executive Leadership and Administrative teams to:
    • Evaluate and modify, as needed, programmatic organizational and team structures
    • Support professional development plans for programmatic staff
    • Ensure that all contact tracing staff are well-supervised and supported
    • Ensure the seamless integration of this new programming and workflow into operational flow at COPE
  • Maintain a clear and updated workplan, timeline and clear evaluation process including sustainability planning at all times

 

Strategic planning:

  • Work closely with the leadership team at COPE and Navajo Nation to develop strategies for sustainability and capacity building within Navajo institutions
  • Provide strategic input on future programmatic, research & evaluation, and policy strategies related to contact tracing and COVID related programming
  • Contribute to evaluation of funding and development of proposals.

 

Perform any other relevant, project-related duties when needed

 

Qualifications:

  • Bachelor's Degree + 6 years relevant work experience in project management; or Master’s Degree in Public Health (or equivalent) + 4 years relevant work experience in project management; or at least 15 years of work experience in project management
  • Prior project management experience in complex, fast-paced environment

  • Local knowledge of Navajo culture and tribal health system a strong asset
  • At least four years of relevant experience within a public/community health setting and a demonstrated track record in administrative management of similar programs and/or organizations
  • Experience with grants management and government funding preferred
  • Affiliation with Navajo Nation and/or familiarity with Navajo Nation strongly preferred
  • Must have a favorable background check

 

Work Conditions:

  • The Manager may need to work outside normal business hours to meet deadlines
  • This position requires regular trips to the COPE Office in Gallup, NM, as needed
  • Must have own reliable transportation and be willing to use it for work travel, including making work drives regionally
