Partners In Health (PIH) is a non-profit corporation based in Boston, Massachusetts, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, research, and advocacy, PIH works globally to bring the benefits of modern science to those most in need, and to serve as an antidote to despair. PIH currently has programs in Haiti, Peru, Mexico, Russia, Rwanda, Lesotho, Malawi, Liberia, Sierra Leone, and Navajo Nation.

 

Position Overview

 

The Monitoring and Evaluation (M&E) Manager will work closely with the Monitoring, Evaluation, Quality Improvement, and Research (MEQR) team, the Clinical Leadership team and the Director of Policy & Partnership to set our health information strategy and work plans and lead in their implementation. The role will contribute to overall program quality through the conceptualization, coordination, and implementation of enhanced monitoring, evaluation, accountability and learning strategies, including developing high quality written products. The Manager will oversee our day-to-day M&E operations, with emphasis on supervising and building skills within our M&E team. This role requires solid leadership abilities, significant critical thinking skills, and the mental agility to meet our varying M&E needs across the various programs.

 

It is an exciting time to join the PIH MEQR team, as we are working to launch scalable eHealth systems and pushing for stronger data use to improve clinical care as well as embarking on new initiatives in non-communicable disease management, TB management, maternal health care and the strengthening of primary care systems. The M&E Manager will play an important role in refining our strategy, engaging with the Ministry of Health & Sanitation, and leading our M&E operations. The position may require work outside normal business hours to meet deadlines.

 

Roles and Responsibilities

 

Monitoring and Evaluation

 

  • Determine programmatic data needs and establish efficient data collection systems
  • Strengthen data utilization across our clinical and community health departments.  Ensure regular review meetings of clinical teams use data/information in a meaningful and consistent way.
  • Support research and grants, including protocol/proposal development, establishment of M&E frameworks for new initiatives, implementation of key grant requirements, and reporting
  • Work with M&E associate to conduct routine data analyses to assess data quality and identify opportunities for clinical or community health intervention,
  • Facilitate process of regular data review meetings with program leads
  • Work with M&E associate to support quarterly review meetings with wider PIH-SL management team and annual reviews with internal and external stakeholders
  • Develop and maintain program performance dashboards and run analysis on key questions to inform program and organizational decision-making per the request of program managers and PIH-SL leadership
  • Prepare reports, abstracts, and presentations and support others in these activities
  • Oversee the delivery of quality improvement initiatives/ clinical audits and facilitate their integration into the day-to-day work of clinical teams
  • Develop a consistent Monitoring and Evaluation approach across the organisation and ensure it is implemented at all levels
  • Conduct frequent gap analyses on Monitoring and Evaluation activities and develop action plans to fill these gaps
  • Engage with the Ministry District Health Management Team(DHMT) to address data quality issues in primary health care facilities. Activities will include training, mentorship and ensuring data is entered into DHIS2 among other activities
  • Support the Ministry of Health & Sanitation in building stronger, more efficient data systems through participation in technical working groups, consultations, and sharing of information on M&E innovations
  • Ensures consistency of approach to Ministry of Health & Sanitation at all points of contact across the team

 

 

Team management and capacity building

 

  • Supervise and support a team of M&E Associate, Senior Officer, and Officers including setting performance objectives, mentoring and coaching them Create a cohesive team environment through fostering open communication, provide support to all team members, and instill the PIH values into the M&E team culture
  • Identify professional development opportunities for M&E team focusing on knowledge and skills related to monitoring, evaluation and learning and created individual development plans to enable growth
  • Assist in setting strategic priorities, tracking performance, and managing the MEQR budget
  • Represent MEQR team at internal and external meetings
  • Actively encourages Sierra Leonean staff to take more responsibility and delegate whenever possible
  • Works on roadmaps to improve the capacity of Ministry of Health with respect to data management (including reporting) and eventually data quality

 

Criteria for this position

 

The key competencies required for the position of M&E Manager are as follows:

 

Academic qualifications

  • Minimum of a first-level university degree in one of the following fields (or related): social sciences, statistics, development economics, epidemiology, monitoring, and evaluation.

Experience and Expertise

Technical Competencies

  • At least three years of direct management experience is required
  • At least three years of monitoring, evaluation and/or research experience in the health sector is required
  • Proficiency with Microsoft Office applications including advanced abilities in Excel to manipulate formulas, use pivot tables and automate data imports
  • (Desirable) Experience of implementing quality improvement methodologies
  • Able to demonstrate knowledge of basic descriptive statistics including ability to manipulate using a software package
  • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation
  • Superior analytical, quantitative and conceptual thinking skillsProven ability to build technical capacity within a team
