 Background:

This RFP is a request for consulting proposals to serve as a future Consultant for Partners In Health on applications for government funding.  This RFP is not seeking employment applications.  This RFP will not result in the immediate engagement of consultants.  This RFP will be open to accept rolling submissions through June 2022, upon which PIH will assess proposals and build out an internal consultant roster for future short-term engagement consideration.  Consultancy could potentially require up to 40 hours per week and be paid based on a negotiated and agreed rate.

Project Overview:

The Consultant will work closely with Proposal Managers within the Partners In Health (PIH) Public Sector Partnerships (PSP) team to lead highly collaborative, efficient, and cohesive cost application development processes.  The PSP team manages relationships with bilateral and multilateral government funding institutions and associated implementing partners in order to mobilize resources to support the organization’s health programming ambitions. The PSP team is structured within the PIH Global Policy & Partnerships Department (GPP) that closely supports the institutional fundraising ambitions of OnePIH and each individual country care delivery site.

The consultant will assist the proposal development team in leading orchestration from initial template development to consortium budget consolidation to finalization of the complete cost application, inclusive of detailed budget, budget narrative, and supporting contractual arrangements of the cost application.  In proposal development, PSP will facilitate consultant work reviews and consult with internal PIH finance and contracts teams.

 Scope of Work:

Depending on the specific funding opportunity and PIH’s role within (prime applicant or subrecipient), the Consultant will be responsible for the following:

  • Prior to solicitation release, initiate productive cost planning exercises with the proposal development team to ensure smooth and competitive cost application development process once bid is released, including: development of budget templates and facilitating discussions on donor rules and regulations to guide design planning and accompanying resource budgeting considerations; partner scope and ceiling definition; anticipated application contractual documents; and forms and agreements required to support consortium partnerships.
  • Lead development of the cost application production schedule in accordance with donor application components and deadlines, including definition of budget process and approach for PIH and with partners to ensure a cohesive final cost application for submission. Advise PIH proposal development team on competitive budget considerations and alternatives to consider.
  • Lead and support active facilitation and proactive planning for the PIH core proposal development team, including participation in design meetings and workshops so as to facilitate necessary linkages between the technical and cost applications, and support justification of needed resourcing in the budget narrative.
  • Contribute in the development of partner packets, including definition of budget and contracts inputs required from partners and the provision of templates; collect, compile, and integrate detailed budget and budget narrative inputs from partners in line with development timelines. Provide feedback to PIH and partners on cost application drafts and lead/guide negotiations as needed per partner scopes of work and per donor rules and regulations for a competitive cost application. Support partner capacities where needed to meet high quality standards.
  • Manage the process to develop the PIH budget, including definition of resource needs based on PIH activity workplan together with internal technical and country site-based stakeholders in order to fully cost PIH’s scope of work, whether prime or subrecipient/resource partner role. Consult PIH internal finance and contracts teams for reviews on drafts.
  • Ensure that the cost application proposed management structure and associated resourcing meets all donor regulations/requirements and sufficient capacity to deliver the program.
  • Ensure that the final version of the cost application is coherent, written in one voice, and compliant with all donor requirements.
  • Circulate cost application drafts for timely review; review feedback and track decisions made to accept, adapt, or decline feedback; circulate final cost application for sign-off approvals.

 Submission Requirements

  • Minimum of 7 years experience with restricted grant budgeting and costing.
  • Prior experience with non-profit finance and planning as well as consortium building/management. A plus having worked previously in the health sector.
  • Significant knowledge of government funder rules and regulations (USAID, Global Fund, CDC, NIH).
  • Successful past consultancy with costing large government consortium proposals, preference for experience having managed successful applications to U.S. Government, USAID, Global Fund, DFID/FCDO, CDC/PEPFAR. A plus for experience with NIH and other public sector institutions research applications.
  • Ability to build relationships amongst consortium partners and culturally diverse staff.
  • Ability to handle multi-faceted production schedule
  • Excellent financial and accounting skills with advanced Excel skills and team collaboration platforms.
