Position Overview:  

With guidance from the Director of Operations, the Fleet Manager ensures the counties wide fleet operations are executed effectively and efficiently to support the organization goals. The Fleet Manager oversees the following functions:  Transport Department, Fleet Mechanic department and Fuel cell function in Maryland as well as the strategic oversight of Fleet in PIH Liberia in relation to strategy, standardization of processes and documentation. They work closely with the other Operation and Programme Departments to coordinate fleet movement and systems, while responsibly using organizational resources of vehicles, trucks, motorbikes. This position is based in Harper with few travels to Monrovia. 

Essential Duties and Responsibilities: 

Governance & Strategy

  • Works closely with Transport Team Monrovia on cross-sharing information on fleet management, fleet related bulk procurement as well as standardization of processes towards improvement of fleet management systems and policy.
  • Works closely with the other Operational Departments in Harper to ensure harmonize efforts to facilitate programme activities.
  • Makes all efforts to reach yearly Transport Goals, effective usage of fleet expenses; and continuously analyses fleet systems and procedures and form recommendations for operational decision-making towards accountability, effectiveness and compliance.
  • Establishing and/or reviewing fleet policies & procedures and monitor its implementation

Fleet Management

  • Fleet Manager serves as the primary contact concerning the vehicle fleet and operations.
  • Responsible for planning, directing and supervising the day-to-day fleet activities including vehicles/drivers schedules, maintenance/repairs of vehicles, trucks, motorbikes; replacement and disposal of fleet.
  • Continuously collaborates with other Operational Departments such as Operations, Infrastructure, IT, Safety & Security, Pharmacy to allow a comprehensive operational approach.
  • Assist Program Managers/Directors in day-to-day transport coordination to reach organizational goals.
  • Safeguard an effective fleets asset inventory, spare parts inventory and fuel storage
  • Ensure tracking of fleet data and accurate records of vehicle licenses, insurance, maintenance and repairs costs, fuel-gasoline consumption, spare parts consumption and a like for compliance purposes, report writing and further decision-making.
  • Specific attention is paid to long distance travel management from the safety of passengers and cargo, to liability measures and central point of monitoring long travels.
  • Manage turn-around times of vehicles in garage and make recommendation for improvement.

Safety & Security 

  • Assist the Director of Operations and Safety & Security Department in the implementation of Fleet Safety & Security procedures and continuously make risk assessments and recommendations in fleet safety.
  • Ensure safekeeping of fleet assets and passengers, cargo transport and take action in case of non-compliance covering vehicle & motorbike safety, COVID-19 and long distance travelling, incident reporting and initiate insurance claims.

Human Resources

  • Manage Fleet Staff on a day-to-day base ensuring regular communication, sharing of information, learning processes and building of individual and departmental capacity.
  • Ensure all Fleet Staff are compliance with organization standards and procedures and also ensure staff grievances are attended to together with the HR Department.
  • Evaluate current fleet overall performance including staff and provide a strategic plan for improvements.

Financial & Compliance Management

  • Support the Director of Operations in monitoring expenses of respective budget lines in accordance with rules and regulations.
  • Assist with budget planning activities and forecasting and make recommendations.
  • Ensure accurate data collection/documentation for compliance and reporting as required.
  • Ensure continued implementation, compliance and administration of procedures & policies.
  • Responsible for following government fleet management rules & regulations such as registration, drivers’ licenses and insurance.

External Communication and Relationships

  • Closely liaise with relevant partners such as Ministry of Transport, County Authorities, Police wherever applicable
  • Perform other tasks as may be requested by the Operations Department and PIH.

 

Qualifications: 

Skills & Qualifications

  • Bachelor's degree required.
  • Minimum five years’ work experience in fleet management.
  • Proven knowledge of Fleet management systems, including tracking systems
  • Proven ability to manage people and projects.
  • Proactive, clear, and compassionate communicator.
  • Strong ability to understand and manage data and prepare reports.
  • Excellent attention to detail.
  • Adaptability to work in a rapidly changing environment and flexibility with schedules.
  • High proficiency with Microsoft Office.
  • A commitment to health equity and social justice.
