Job Summary
Oversees the clinical supervision of the Employee Health Nurse, treatment protocols, and policies and procedures with all agencies regulating employee health and safety.
Responsible for physician oversight of the occupational exposure, including consulting with team members and standing orders for post exposure prophylaxis.
Promotes the philosophy of early return to work of injured employees and supports/participates in the development of a healthy community.  Employees will include those individuals who are seen by Employee Health under special agreements/contracts with other organizations.
PRIMARY DUTIES AND RESPONSIBILITIES:
Administrative/Leadership
  • Supervises the Employee Health Nurse in the performance of his/her duties and continuing education in occupational health. Provides input on performance issues and performance appraisals.
  • Reviews and revises treatment protocols on an annual basis.
  • Provides clinical input into activities related to compliance of appropriate state and federal regulations and other regulatory agencies.
  • Participates in the Exposure Control Plan.
  • Participates in medical staff and administrative committees of (North Hawaii Community Hospital) NHCH related to employee health and safety, hospital operations, performance improvement and continuing medical education.
  • Works collaboratively with the Director of Nursing, Human Resources Manager and members of the clinical staff toward program development and enhancement and creation of an atmosphere of mutual professional support.
  • Assures that all Employee Health clinic staff complies with NHCH’s policies and procedures, corporate compliance program standards of conduct, and all applicable statutes, rules, and regulations.
Clinical
  • Provides direct patient care when the employee specifically requests/requires physician care and/or it is inappropriate to refer to another physician.
  • Oversees review of laboratory, x-ray and other reports generated through the Employee Health Department and recommends appropriate treatment, referral, or education of employees.
  • Provides clinical services on an as needed basis, as scheduled in advance by Employee Health.
  • Completes all documentation timely, accurately, legibly and in compliance with NHCH guidelines, and CMS regulations.
Program Development
  • Ensures that the health and safety of the employees of NHCH are at a level equal to or greater than the required by state and federal regulatory agencies:
  • In collaboration with department staff and Administration, participates in the planning process to set reasonable goals and objectives for the department, including initiatives to promote health/wellness and a healthy community.
  • Provides input for development of capital and operating budgets for Employee Health.
  • In collaboration with the department staff and Administration, implements appropriate new programs.
  • Provides consultative services to Human Resources in regards to workers’ compensation to lower work-related injuries/illness and supports aggressive prevention activities.
Performance Improvement
  • Ensures that the quality of care provided by Employee Health staff is conformance with the high quality of medical care provided by NHCH:
  • Oversees continuing surveillance of the quality of professional performance rendered by the Employee Health staff.
  • Assures that practices of procedures carried out by the Employee Health staff are consistent with customary and acceptable, high quality medical care, and support the mission of NHCH when clinical performance opportunities to improve care are identified.
Utilization Management
  • Ensures the resources utilized by Employee Health are clinically effective and cost efficient:
  • Devises a standardized cost effective comprehensive integrated program for the delivery of care.
  • Reviews, maintains and documents ongoing quality control for all procedures in Employee Health.
Performs other related duties as assigned.
Minimum Qualifications
  • Graduate of an accredited School of Medicine or ECFMG certification.
  • Master’s degree in Public Health (MPH) preferred.
  • Current unrestricted license to practice medicine in the State of Hawaii.
  • Board certified in Occupational Medicine preferred.
  • During the period of employment, shall be and remain a member of the NHCH Medical staff in good standing with appropriate privileges without restrictions.
Base salary begins at $29,636/year with opportunity for productivity and quality incentives.
