SUMMARY

The Foster Care Supervisor provides leadership, contract oversight, staff supervision, and quality assurance for foster care services across all rural Arizona counties. This position ensures traditional and therapeutic foster homes are recruited, licensed, trained, supported, monitored, and retained in accordance with Arizona Department of Child Safety contract requirements, licensing rules, and agency policies. The Supervisor supports placement stability, family engagement, reunification and permanency efforts, timely documentation, and coordinated service delivery for community foster care, High Needs Foster Care, respite, courtesy supervision, adoption certification, and guardianship annual review activities. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides day-to-day supervision, consultation, coaching, and performance support to foster care staff assigned to rural counties. 
  • Ensures services are provided across the awarded geographic area seven days per week, including holidays, and that families have access to live agency support twenty-four hours per day, seven days per week for emergencies.
  • Oversees recruitment, engagement, licensing, renewal, amendment, transfer, and retention activities for community foster homes, respite homes, therapeutic foster homes, and High Needs Foster Care homes.
  • Ensures timely response to initial inquiries, including required follow-up within contractual timeframes, and supports staff in documenting all engagement efforts.
  • Reviews, approves, and submits initial foster care licenses, renewals, amendments, adoption certifications, guardianship annual reviews, and related home study documentation as assigned.
  • Ensures families receive pre-service and ongoing training, including coaching and skill building needed to safely care for children and youth with varied behavioral, developmental, medical, cultural, and permanency-related needs.
  • Provides oversight of therapeutic foster homes and High Needs Foster Care homes, including support with Family Support Plans, crisis planning, respite use, placement preservation, step-down planning, and coordination with DCS and behavioral health partners.
  • Ensures staff conduct required home visits based on placement type, family need, licensing status, and contract requirements, including increased contact for new placements, newly licensed families, therapeutic foster homes, and higher-needs placements.
  • Monitors placement preservation efforts and ensures staff document attempts to stabilize placements, support Child and Family Team meetings, request emergency staffing when appropriate, and coordinate transitions according to DCS expectations.
  • Ensures required documentation is entered into Quick Connect, Guardian, OnBase, or other DCS-approved systems within required timeframes.
  • Oversees Space Availability reporting, placement-response coordination, and after-hours coverage expectations for assigned counties.
  • Collaborates with DCS, OLR, courts, FCRB, behavioral health providers, DDD, CASA, tribes, schools, medical providers, community organizations, and other contractors to support safety, stability, reunification, and permanency.
  • Ensures families are supported through licensing inquiries, corrective action plans, grievances, agency transfers, respite requests, bed rate increase requests, and access to community resources.
  • Reviews program data, performance metrics, documentation quality, and contract deliverables to identify trends, address compliance needs, and improve service delivery.
  • Maintains culturally responsive, linguistically appropriate, trauma-informed, family-centered, and inclusive service practices across all assigned counties.
  • Consults with the Director of Foster Care regarding staffing patterns, recruitment needs, contract compliance, program development, quality improvement, and regional service capacity.

SUPERVISORY RESPONSIBILITIES 

  • Supervises foster care staff serving all Arizona counties outside of Maricopa and Pinal, including staff supporting community foster homes, therapeutic foster homes, High Needs Foster Care homes, respite homes, adoption certification, and guardianship annual review services. 
  • Provides weekly individual and/or group supervision and consultation, documents supervision activities, and ensures staff receive timely feedback and direction. 
  • Accompanies staff on home visits for observation and coaching at least quarterly for new employees during their first year and semi-annually thereafter, or more often as needed. 
  • Serves as a program lead for documentation, case review, quality assurance, and system use in Quick Connect, Guardian, OnBase, and other DCS-approved systems.

TRAVEL

  • Frequent travel is required throughout assigned Arizona counties outside of Maricopa and Pinal to support staff supervision, home visits, family engagement, licensing activities, DCS meetings, court-related activities, community partnerships, and program coverage. Some evening, weekend, holiday, and after-hours availability may be required to meet family and placement needs. 

REQUIRED EDUCATION AND/OR EXPERIENCE

  • Bachelor’s degree in Social Work, Psychology, Human Services, Behavioral Health, or a related field and at least two years of related child welfare, foster care, behavioral health, licensing, or caregiver-support experience; or an equivalent combination of education, training, and experience totaling at least three years of full-time related service experience. 
  • Must be at least twenty-one years of age and meet all DCS contract staffing requirements, including current CPR certification, Level One Fingerprint Clearance Card, Central Registry clearance, required drug testing standards, and required annual training. 

PREFERRED EDUCATION AND EXPERIENCE

  • Strong knowledge of overall company operations and policies and procedures.
  • Strong knowledge of Arizona foster care licensing rules and regulations.
  • Strong knowledge of program development.

  • Must meet the requirements to be a safe transporter and driver.  Must possess a current Arizona State Driver’s License and have an acceptable driving record for the past three (3) years.  Must have personal vehicle liability insurance and vehicle registration as required.
