About the Role
The Senior Manager, Global Talent Enablement is a strategic builder and strong influencer responsible for leading Clarvida’s enterprise talent enablement strategy across onboarding, leadership development, performance management enablement, compliance training, and continuing education. This role will build scalable learning and performance systems within ambiguity, establishing governance, structure, and measurable outcomes in a growing, multi-state behavioral healthcare organization.

This leader will oversee and develop a U.S.-based and Manila-based Learning & Development Center of Excellence (COE), providing clear role clarity, quality standards, service levels, and operational discipline. The role requires a strong business partner mentality, the ability to coach and elevate leaders, and experience building programs from the ground up rather than operating within a narrowly scoped function in a large enterprise.

Responsibilities

Own and execute the enterprise roadmap for Talent Enablement including onboarding, learning programs, leadership development, performance enablement, and continuing education

Establish governance for intake, prioritization, decision rights, documentation standards, templates, and change control to ensure scalable and repeatable programs

Partner with Executive Leadership, Operations, Clinical Leadership, Compliance, and HR to proactively identify capability gaps and build solutions aligned to business growth

Lead and develop a distributed team across the U.S. and Manila, providing coaching, performance management, and development to elevate team capability

Provide strategic and operational oversight of the Manila L&D Center of Excellence, ensuring quality control, SLA adherence, capacity planning, and continuous improvement

Design and continuously improve a standardized, role-based onboarding experience that drives Day-1 readiness and reduces time-to-productivity

Build manager-owned onboarding toolkits, readiness checklists, and accountability loops to improve new hire experience and completion rates

Design and oversee leadership development programs for frontline supervisors, managers, and senior leaders with practical, behavior-based skill development

Build scalable programs such as Manager Onboarding, Manager Essentials, and leadership pathways with reinforcement mechanisms and measurable outcomes

Create leadership toolkits and playbooks focused on coaching, feedback, accountability, communication, and change leadership

Operationalize Clarvida’s performance management process through manager and employee enablement for goal-setting, check-ins, reviews, and development planning

Lead performance-cycle readiness including communications, training, manager resources, office hours, and issue resolution

Support performance management program rollout and drive consistency, fairness, and documentation standards across markets

Oversee compliance training and required learning to ensure audit readiness, tracking accuracy, and regulatory alignment

Manage documentation and tracking processes for continuing education units (CEUs) in partnership with clinical and compliance stakeholders

Own learning analytics and dashboards to monitor KPIs including onboarding completion, manager enablement adoption, performance cycle participation, and CEU compliance

Deliver executive-ready reporting and insights to support prioritization, investment decisions, and continuous improvement

Manage external learning vendors and ensure thoughtful buy vs. build decisions when designing learning strategy

Lead program and project management for enterprise-wide talent initiatives with disciplined execution and stakeholder communication

Facilitate live training sessions and leadership workshops as needed (up to 25% travel)

 

Required Qualifications

Bachelor’s degree in Human Resources, Organizational Development, Education, Business, or related field (Master’s preferred)

7–10+ years of progressive Learning & Development, Talent Development, Organizational Development, or Talent Management experience

Demonstrated success building enterprise learning strategies including buy vs. build decisions and scalable operating models

Proven experience building leadership development and manager enablement programs from the ground up

Experience leading performance management process adoption and improving manager consistency

Strong coaching capability with demonstrated success developing and elevating team members

Experience leading distributed or global teams, including offshore/shared-services models

Strong business partner mentality with the ability to influence senior leaders and operate effectively within ambiguity

Experience operating in regulated, multi-site environments with strong documentation and audit-readiness expectations

Strong knowledge of adult learning principles, learning technology/LMS operations, and analytics

 

Preferred Qualifications

Experience in behavioral health, healthcare, human services, or similarly regulated environments

Experience supporting compliance training and continuing education infrastructure

Experience working in high-growth, mid-sized organizations where full-process ownership was required
