Project Controls Specialist
The Project Control Specialist provides project controls support to the Engineering Services group and is primarily responsible for participating in the execution of strategy by supporting in planning, governing, and supporting programs/projects during the project management lifecycle. The Engineering Services group is responsible and accountable for the delivery of capital/expense projects assigned to the department. The Engineering Services group is directly involved in executing and managing the assigned projects safely, on schedule, within budget, and to the highest standards of integrity and compliance.
All incumbents are responsible for following applicable Division & Company policies and procedures.
Scope of Authority - span of control (work unit, site, department, division, etc.), monetary value of budget/spend authority ( capital, operating, etc.), P&L responsibility, etc.
This role provides support to methodology, tools, and reporting in compliance with the project contract requirements i.e. project procurement, project schedule, costing/invoicing report, company standards, and procedures. The capital plan will range between $10M - $25M annually depending on the approved projects with many projects with a 1-3 year duration. The project load will range from 50-100 projects at any given time.

§ Support and coordinate project management through analytical, problem solving, and decision-making skills.
§ Coordinate and support development of project budgets and schedules to conform to project requirements.
§ Coordinate and support the development of work breakdown structure and prepare diagrams, graphs, and charts to analyze problems.
§ Collaborate with Project Managers to ensure that project monitoring and reporting reflects the latest status of projects.
§ Liaise with other departments at all meetings relative to project execution to ensure that information affecting the project plan is continually updated.
§ Assist in coordinating with other department’s task force members related to project planning objectives.
§ Coordinate and compile input from team members and various project reporting to ensure the satisfaction of project milestones and requirements are met.
§ Provide project and program support by typing and disseminating agendas and attachments, taking minutes, following up on action items, preparing presentations and typing and editing reports, gathering information, and creating graphs and spreadsheets.
§ Expense report preparation and record keeping.
§ Monitor project execution to achieve maximum effectiveness for projects.
§ Generate purchase requests and supplier service agreements in assigned projects.
§ Schedule meetings, conference calls, and manage calendar and arrange travel (domestic and international) for assigned staff.
§ Oversee and report performance and progress through analytical techniques to validate cost, spend, latest estimates, and performance.
§ Monitor and compare both time and cost reports and relating conclusions such that management control action is alerted at the right time.
§ Support development of financial projections by analyzing consultant, employee, and subcontract labor, as required.
§ Assist with budget preparation for the work unit. Track expenses against the budget, code invoices, and reconcile budget.
Education & Experience
Minimal acceptable level of education, work experience and certifications required for the job
§ BS degree in Engineering, Business Management, or equivalent
§ 3-5 years of experience in a similar role preferably in a regulated industry such as pharmaceutical
§ Pharmaceutical or Health Care industry experience preferred
Proficiency in a body of information required for the job
e.g. knowledge of FDA regulations, GMP/GLP/GCP, Lean Manufacturing, Six-Sigma, etc.
§ High proficiency with MS Office Suite & functional systems such as Microsoft project
§ Experience in Excel and Power Point required
§ Broad understanding of local policy, programs, processes, and systems

§ The environment is often fast-paced and priorities shift frequently. The challenge is to understand high priorities and attend to them first. Balance multiple requests for support is important for smooth functioning of the department. Also, it is important to know when to ask for guidance or direction
