The Opportunity:
Responsible for HSEQ and operational management at the Rome terminal, including conducting safety meetings, implementing HSEQ actions, managing daily operations and budgets, overseeing petroleum handling, and ensuring compliance with industry standards and regulatory requirement.
Responsibilities:
- Health, Safety, Environmental & Quality (HSEQ) Responsibilities:
- Conduct Meetings: Hold weekly toolbox meetings and monthly HSEQ meetings at the Rome terminal.
- Implement HSEQ Actions: Act on HSEQ recommendations from various sources (inspections, complaints, etc.) and maintain documentation.
- Training and Inductions: Train new employees and contractors; ensure they are familiar with HSEQ procedures and PPE policies.
- Incident Reporting: Report and investigate all work-related incidents, ensuring timely notification and corrective action.
- Security Management: Oversee security activities, including access control and CCTV, and ensure ISPS certification.
- Emergency Services Coordination: Assist in managing relationships with emergency services and industry partners.
- Compliance and Audits: Perform risk assessments, self-audits, and inspections; ensure compliance with ISO 9001 and 14001 standards.
Operational Management:- Day-to-Day Operations: Manage the Rome terminal's daily operations and staff.
- Budget Management: Assist in preparing and managing annual OPEX and CAPEX budgets, track spending, and implement cost-saving measures.
- Supplier and Contractor Management: Oversee relationships with suppliers and contractors, ensuring procurement guidelines are followed and stock levels are maintained.
- Stock and Inventory: Manage inventory and ensure compliance with Group standards. Handle stock reports and investigate variances.
Petroleum Handling and Compliance:- Fuel and LPG Management: Oversee the receipt, storage, and transfer of petroleum products, ensuring compliance with standards and timely documentation.
- Bunkering Operations: Manage the discharge of fuel and LPG tankers, including documentation and resolving complaints.
General Responsibilities:- Performance Reviews: Participate in performance reviews of staff and contractors.
- Permit Administration: Review and manage all permits, ensuring risks are controlled.
- Contract Management: Assist with contract preparation and manage contractors.
Education:
- University degree in Engineering (preferably Mechanical)
- A minimum of five (5) years relevant experience in at a similar supervisory level within a distribution operation.
- Basic knowledge of Industrial HSEQ requirements
- Minimum of two (2) years’ experience in coaching, leading and inspiring teams
Valid driver’s license.
Requirements:
- Must be computer literate with proficiency in MS Outlook, MS Word, Excel, Projects and PowerPoint.
- Experience in Supervising teams and individuals.
- A practical operator with a proven ability to get things done on time and on budget.
- Knowledge of the Guyana market and operational methods of people in the area.
- Numerate with the ability to analyze data such as reviewing supplier and contractor quotations and stock intake/out take reconciliations and anomalies as they occur.
- Able to self-plan motivate and deliver results.
- Demonstrates enthusiasm and an attitude to work well with others in teams.
- Excellent interpersonal relationships with the proven ability to supervise people.
- Good negotiation and interpersonal skill.
- HSEQ and Emergency Codes compliance.
- ISPS certification by the Guyana Government would be an asset.
- Possess ability and initiative to meet deadlines.
