The Opportunity:
The Health, Safety & Environment (HES) team partners with leadership at all levels in our Drive to Zero, ensuring a safe work environment that protects our workers, customers, and the environment.
 
Support the Western terminals in Alberta, BC and Idaho by acting as a subject matter expert in HES. Assist with emergency response planning, drills and regulatory compliance. This position reports to the Senior Manager HES. Field travel will be required. 
A minimum of 5 years of experience in HES, and/or auditing mid-stream terminal/pipeline and refinery/petrochemical facilities or related experience required.
Responsibilities:
The HES Specialist is responsible for supporting regulatory HES compliance for the Western Terminals. Duties include, but are not limited to:
 
Consultancy:
  • Liaise the Operations leaders and front line employees to provide guidance, consultation, coaching, technical support and training on occupational health & safety and environmental subject matters.
  • Investigate incidents and near misses to identify root causes and corrective actions to mitigate future occurrences. Incident can include third party incidents.
  • Conduct HES assurance/audit activities.
  • Maintain internal relationships including but not limited to the Legal, HES and Operations departments on a frequent basis and the Engineering and Technical departments on an occasional basis.
HES management systems:
  • Ensure that facilities are in compliance with applicable federal, provincial, state, and local regulatory safety and environmental standards and policies.
  • Support operations/field personnel, as required, regularly providing guidance on programs, policies, practices and procedures.
Incident and emergency response and follow-up:
  • Respond to emergency call-out and member of Incident command. Monitor, schedule, train and conduct Emergency Drills for security and spill response.
  • Provide support in the investigation of incidents as required.
  • Assist with table-top emergency response exercises.
  • Assist with mock emergency response drills.
  • Respond to emergency incidents in the geographic area.
  • Assist with the recovery and cleanup of incidents.
 Auditing:
  • Audit HES compliance calendars for Alberta, BC and Idaho terminals.
 Documentation and document control:
  • Assist in the development, revision, and implementation of HES policies, standards, and safe work practices.
  • Verify all documentation on site for completeness and consistency.
  • Liaise with operations on testing and implementing policies and procedures.
  • Monitor formal hazard assessments and revise as required.
 Task Observations
  • Complete task observations.
  • Assist frontline managers and middle managers in completing observations.
  • Assist in the implementation of corrective actions identified in observations (and incident and near miss investigations)
Training
Provide HES based operational training as needed.
Qualifications and Skills:
  • 5 years of progressive experience in health and safety-related role; equivalent combination of education and experience may be considered.
  • Knowledge of downstream oil and transportation, rail transloading and truck loading/unloading industry best practices.
  • Relevant safety designation (e.g. CRSP, CSSC) an asset. Working towards safety designation
  • Computer skills, including SharePoint.
  • Clear and precise verbal and written communication skills.
  • Current valid driver’s license required.
  • Current knowledge of local, provincial, and federal occupational health and safety codes, regulations and laws.
  • Ability to effectively manage multiple tasks and competing priorities under tight deadlines; initiative to plan, organize, and establish priorities. Excellent interpersonal, communication, and teamwork skills.
  • Ability to work with discretion, tact, and good judgment.
Frequent travel is required in this role.
