The Opportunity:
The Senior Contract Advisor (SCA) is a senior individual contributor role with focus on developing multi-year supply strategies to address large supply portfolios of both Parkland IT and other Corporate Services spend. The SCA will work with cross functional teams’ leadership in the execution of sourcing strategies and contracting for good and services and be accountable for long term, full lifecycle ownership of ongoing contract and supplier relationship management to ensure Parkland business goals are achieved.
The SCA has broad supply chain experience across the complete spend management lifecycle and deep subject matter expertise in specific areas of goods and services supply required by Parkland. This would include IT software, hardware and service contracts, as well as wider professional services agreements.
The SCA is capable of cross functional team leadership including collaboration, appropriate communication, with the ability to influence all levels of the Parkland organization including senior Parkland business leaders (Director level and higher).
Responsibilities:
Strategic Assessment and Reporting of Parkland IT and corporate spend:
- Using multiple sources of financial data, operational data, contracts, systems transactions, current spend, proposed spend and business partner feedback to develop a quantitative understanding of Parkland current goods and services spend.
- Develop an understanding of existing sourcing channels, systems, variation of processes and transaction flows across the procurement lifecycle to measure effectiveness in meeting Parkland’s current and projected supply needs.
- Identification of potential opportunities to obtain supply cost synergies.
- Ongoing financial measurement and reporting on current state of Parkland supply, effectiveness of executed supply strategy, consolidated benefits (Cost savings, Cost Avoidance, Qualitative and Quantitative) and other corporate reporting as required.
Synthesis and Execution of supply strategy:
- Using the strategic assessment of current supply state, Parkland business goals, risks, financial metrics, market factors and potential opportunity, develop innovative multi-year supply strategy in specific spend areas.
- Influence senior Parkland business leaders to achieve engagement and alignment in the selection, execution, and ongoing governance of supply initiatives
- Lead cross functional team activities in the execution of the supply strategy, and as applicable, sourcing activities (RFI, RFP, RFQ), contract negotiation, formation, final internal approvals, reporting and change management.
- Accountable for the operationalization of new supply arrangements including transactional system setup, transition to production and appropriate change management communications.
- Closeout of project, completion of all required reporting and storage of records.
Post-Execution management and monitoring:
- Monitor delivered supply strategy and measure to achievement of strategy objectives.
- Provide contract management support (ensure contractual objectives are met).
- Facilitate Supplier Performance Management (ensure operational objectives are met).
- Facilitate Supplier Relationship Management (identify improvement opportunities).
- Ongoing communication with Parkland business group related to strategy effectiveness, identification of operational risk issues (safety, cost, quality) and issue resolution.
SCM function Development and Continuous Improvement:
- Contribute to the development of processes and procedures that improve the effectiveness and efficiency of the Supply Chain Management function.
- Contribute to the evaluation and implementation of SCM tools and systems.
- Provide knowledge sharing within the team to increase SCM team capability.
- Contribute to the development and ongoing maintenance of the SCM workplan.
- Contribute to Continuous Improvement initiatives both inside and outside the team.
Education:
- Bachelor’s degree in Business, Supply Chain Management, or Law.
- Advanced business degree would be considered an asset.
Requirements:
- SCMP or equivalent procurement/supply chain management designation or certification would be considered an asset.
- 10+ years of progressive experience in a supply chain organization with a focus on spend management in complex supply portfolios spend; development and implementation of supply strategy; contract and supplier performance management.
- 6-8+ years of demonstrated experience with specific spend categories of:
- IT & Digital Services / Software / Hardware.
- Professional Services / Corporate / Contingent Labour.
- Experience with a proven track record of influencing leadership at all levels in development and execution of spend management strategies.
- Experience with spend analytics tools and/or e-procurement.
- Experience in the application of Continuous Improvement principles would be considered an asset.
- Positive, “can-do” attitude and customer focused approach that will enable you to deal with challenging and ambiguous situations with integrity, empathy and passion.
- Fluency in English is required; French or Spanish would be considered an asset.
- Develops annual and long-term strategic plan to procure a stable supply of good and services for IT and Corporate Services categories.
Leads cross functional teams in strategic sourcing initiatives, develops associated negotiation strategies and completes recommendations for award. - Reviews and interprets legal and commercial contract terms including Parkland and supplier master agreements (specifically EULAs, SLAs), SOWs, NDAs, and other documents partnering with legal counsel as required.
- Leads commercial negotiations with suppliers to deliver maximum value to Parkland.
- Strong cost benefit and business analysis abilities to support others to understand market dynamics and business partner needs including the ability to identify, quantify and effectively mitigate procurement risks.
- Collaborates with IT and business leadership or stakeholders, and external suppliers.
- Ensures proper contract execution and maintenance including filing of documents in Parkland repositories.
- Takes initiative and demonstrates professional judgement in ambiguous situations.
- Ensures compliance with Parkland SCM and company policies, standards and regulations.
- Proven ability to work across regions and functions to build trusted relationships with leaders to achieve results.
- Experience in developing and implementing global procurement policies and procedures.
- Proficient in MS Office applications, Ivalua, Icertis and internal enterprise systems.
- Demonstrated ability to assimilate information, evaluate facts, develop alternative solutions to problems, and communicate recommendations to address business challenges.
- Proven project / program management, planning and organizational skills.
- Takes initiative and displays professional judgement in ambiguous situations. Displays creativity and innovation in achieving results.
- Ability to tailor written, verbal and presentation communications to appropriate audience.
- Ability to adapt to changing requirements and provide necessary support.
- Breadth and depth of knowledge of supply chain management, accounting principles, the concept of total cost of ownership, cost management, contract law and process improvement.
- Practical experience and theoretical knowledge in end-to end supply chain management and functional interdependencies including inventory management and procurement operations.
- Understands and adheres to Parkland policies and procedures, including safety.
