About the Role

The Port Authority’s airports, ports, ferries, tunnels, bridges, bus terminals and rail transportation systems are important transportation links in the region. The Geotechnical Engineering unit within the Engineering/Architecture Design Division serves a unique role within the Port Authority by providing engineering planning and design services throughout the Agency with close coordination with external stakeholders including Federal, State and local transportation and regulatory agencies.
Reporting to a Principal Geotechnical Engineer or the Geotechnical Unit Manager, the Senior Geotechnical Engineer will be responsible for performing and/or overseeing Geotechnical engineering design and studies for the agency's capital and operating projects.
Responsibilities
- Lead project teams in the preparation of geotechnical engineering designs including preparation of proposals, design coordination, schedule reporting, budget reporting and briefing senior staff.
- Evaluate project scopes, develop design criteria, budgets for design services, and design schedules; provide technical advice and assistance to facility and other PA personnel in matters related to geotechnical engineering for assigned projects.
- Development of preliminary conceptual design work and planning for Capital Projects and Major Work Programs. Provide the Client Department with design alternatives and associated cost, for future planning and funding of projects.
- Preparation of geotechnical engineering designs, contract drawings, technical specifications, preliminary and final construction cost estimates for projects such as, flood mitigation, design of various types of foundations, including piling, drilled shafts, micropiles, spread footings, mats and ground improvement, slope stability analyses, and construction over soft ground conditions.
- Ensures that the geotechnical portion of projects are coordinated with other sign disciplines, Line Department and facility staff, Project Principals and Consultants as required and comply with QA/QC guidelines.
- Preparation of geotechnical scope of work and design criteria for projects involving Consultants. Audit consultants’ design and progress. Ensure that consultant’s design conforms to scope of work, codes, PANYNJ design guidelines and cost is kept within budget.
- For large development projects at any of the Port Authority facilities for aviation, tunnels, bridges and terminals, PATH , and ports, review design submittals from developers and their consultants for geotechnical design criteria, preliminary and final design, and construction staging to ensure compliance with applicable codes and Port Authority standards.
- Provide effective guidance, performance review, and supervision to assigned professional and technical staff. Review staff, implement development plans, and provide or arrange training of assigned staff.
Required Qualifications:
- Possess a minimum of eight (8) years of geotechnical design and design management experience.
- Possess a Master’s degree in Civil Engineering with a concentration in Geotechnical Engineering from an accredited college or university.
- Proficiency in preparing contract documents; drawings and technical specifications.
- Demonstrated and working knowledge of geotechnical codes and standards.
- Must possess a valid driver's license.
Desired Qualifications:
- Proficient in varied foundation designs such as piling, drilled shafts, micropiles, spread footings, matt foundations, ground improvement, slope stability analyses, and construction over soft ground conditions.
- Licensed as a Professional Engineer in the State of New York or New Jersey
- Proficient in using geotechnical engineering software such as PLAXIS, Pile Group, LPile, and GRLWeap for geotechnical designs, and review designs using this software.
- Experience supervising professional and technical staff.
- Proven ability to lead, manage, and prioritize multiple assignments with multiple disciplines.
- Demonstrated experience in problem solving, negotiations and conflict resolution skills to effectively reach sound conclusions and recommendations.
- Excellent verbal and written communication skills.
