About the Role

Under the direction of the Chief of Staff, the TEC Communications & Strategy Specialist plays a key role in driving communication strategy, execution, and process improvement to support internal coordination and the agency-wide rollout of TEC initiatives. This position serves as a central liaison between TEC, Agency Communications, and project teams to ensure clear, consistent, and strategic messaging across all platforms. This role requires a seasoned communicator who can translate complex cybersecurity and IT initiatives into clear, compelling narratives that resonate with both technical and non-technical audiences.

 

Responsibilities

  • Serve as a liaison for agency-wide communications, partnering with Agency Communications to align TEC messaging with enterprise priorities, communication calendars, and organizational standards.
  • Lead the development, coordination, and execution of communications across TEC initiatives, ensuring messaging is clear, consistent, and tailored to target audiences.
  • Own and manage communications for all TEC projects, working with project owners and SMEs to gather requirements, define messaging strategies, and deliver effective content across channels.
  • Develop and deliver compelling narratives and storytelling frameworks that translate cybersecurity and IT initiatives into meaningful, business-relevant messages for executive and enterprise audiences.
  • Draft, edit, and shape departmental broadcasts, executive communications, and external-facing materials (e.g., policy updates, rollout announcements, training communications), elevating messaging from informational to engaging, audience-centered storytelling.
  • Act as the departmental content manager for MyPA and TEC internal platforms (including AEM), ensuring content quality, governance, organization, and timely updates.
  • Partner with TEC teams to translate complex cybersecurity and IT initiatives into clear, compelling, executive-ready narratives and visuals that support understanding and decision-making.
  • Establish and maintain structured communication processes and workflows, improving intake, prioritization, tracking, and reporting across TEC initiatives and external rollouts.
  • Develop and implement metrics and reporting mechanisms to measure communication effectiveness, engagement, and alignment with TEC’s strategic objectives.
  • Provide strategic communications guidance to TEC staff, advising on audience targeting, messaging approach, cadence, and channel selection.
  • Review and enhance content for usability and adoption, including participation in user acceptance testing (UAT) to identify gaps in language, UX/UI clarity, and overall user experience.
  • Coordinate TEC events and engagement activities, including content development and messaging strategy, to ensure alignment with organizational goals and a cohesive, user-centered experience.

 

Minimum Qualifications

  • Bachelor’s Degree from an accredited college or university.
  • Minimum 3-years of progressive project and program coordination experience in communications.
  • Intermediate skills in MS Office, Project, OneDrive, Excel, and Word.
  • Advanced skills in SharePoint and PowerPoint.

 

Desired Qualifications

  • Experience in an IT Organization is preferred.
  • Can-do attitude, focused on results (“not if, but how”).
  • High sense of urgency with ability to deal with high pressure, tight deadlines and changing priorities.
  • Strong focus on delivering an excellent customer experience.
  • Certification in Change Management is preferred.
  • Experience working with senior management and the ability to effectively communicate with all levels.
  • Experience with more than one LLM (ChatGPT, Claude, CoPilot).
  • Active listening, verbal, and written communications skills.
  • Excellent organizational and follow-up skills with strong attention to detail.
  • Expert problem diagnosis skills.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is: 
 
 
Minimum: $66,482       Midpoint: $86,436     Maximum: $106,392
 
 
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
