About the Role

 

Reporting to the leader of the Office of Continuous Improvement, the Senior Business Transformation Lead (Senior Program Manager) will play a pivotal role in advancing high-impact business transformation initiatives across the agency. This individual will serve as both a strategist and practitioner, partnering with leaders, developing a pipeline of projects, coaching teams, and driving enterprise-wide transformation that aligns with the Port Authority’s priorities and standards.

 

The Office of Continuous Improvement is responsible for implementing the agency’s continuous improvement framework and methodology to transform business processes, enhance customer experience, and foster innovation. Our toolkit includes Lean, Six Sigma, design thinking, and automation technologies, including Artificial Intelligence (AI). In addition, OCI oversees a robust training and certification program to embed continuous improvement into the organizational culture and multiply its impact across the enterprise.

 

Responsibilities

  • Partner with senior leaders to shape and execute enterprise-wide and business unit transformation strategies; build and manage a prioritized, value-driven pipeline of initiatives aligned to strategic objectives.
  • Design and deploy innovative methods, tools, and frameworks to reimagine and optimize business processes at scale.
  • Teach, mentor, and certify future practitioners in the agency’s continuous improvement and business transformation methodologies.
  • Leverage data, analytics, and emerging technologies (including AI/automation) to identify opportunities, generate insights, and accelerate process transformation.
  • Act as a change leader by driving adoption and embedding sustainable transformation across the organization.
  • Lead cross-functional “tiger teams” to rapidly diagnose and resolve high-priority, complex challenges identified by executive leadership.

 

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university, preferably in Engineering, Technology, Business, or a related field; or equivalent work experience.
  • Seven (7) years of progressively responsible experience in business transformation, operations, management consulting, technology strategy, or large-scale program delivery.
  • Four (4) years applying continuous improvement methodologies; certification or equivalent (Lean, Six Sigma) strongly preferred.
  • Program implementation experience in a large organization.
  • Proven success in business transformation initiatives with quantifiable, sustained outcomes (e.g., efficiency gains, cost reduction, customer experience improvements).

 

Desired Qualifications

 

  • Hands-on experience in identifying, piloting, or scaling AI, automation, or advanced analytics solutions to drive business value.
  • Strong critical thinking, analytical, problem solving and change management skills with the ability to adapt and pivot strategies as needed.
  • Demonstrated leadership and people management skills, including the ability to plan, prioritize, delegate, and manage multiple initiatives across large organizations.
  • Experience engaging with senior executive leadership in the framing, execution and assessment of business transformation initiatives.
  • Excellent interpersonal and influencing skills, with the ability to engage stakeholders at all organizational levels.
  • Experience leading complex, enterprise-wide projects.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:​

 

Minimum: $132,964   Midpoint: $172,867  Maximum: $212,758

 

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
