About the Role |
Under the supervision of the Physical Plant Manager, the Airport Environmental Services Manager will manage the JFK Environmental Unit 673 in executing the various environmental maintenance activities required to assure regulatory program compliance as it relates to JFK environmental permits. Direct and coordinate the environmental maintenance functions as they relate to the preservation of airport infrastructure and aviation assets. Manage the efficient utilization of overtime-related expenditures to address mandatory regulatory program compliance obligations as well as critical repairs not captured under capital and operating major work programs, conduct weekly staff meetings with supervisory staff to assess, prioritize, reallocate, and deploy environmental resources effectively to assure regulatory program compliance with the goal of attaining zero infractions. Develop, execute, and manage the unit operating budget in accordance with facility needs, agency goals and the departmental business plan. |
Responsibilities |
You will manage every aspect of the JFK environmental regulatory programs as they relate to the discharge of stormwater into JFK receiving waters, facility air emission sources and petroleum bulk storage (PBS) facilities with the goal of attaining full regulatory program compliance and zero infractions. Prepare timely submissions to the NYSDEC and US EPA for regulatory reporting purposes. Act as the facility liaison for periodic federal and state regulatory compliance inspections and respond to any noted observations and/ or deficiencies promptly and expertly. - Ensure that the facility generated hazardous, non-hazardous, and universal wastes are handled, stored, sampled, profiled, classified, and disposed of in accordance with all applicable federal EPA and NYSDEC regulations. Periodically review and update the site-specific contingency plan for hazardous waste storage.
- Ensure that unit environmental staff receive the appropriate level of training to handle, store, segregate, transport and prepare waste for shipments to approved TSO facilities. Ensure that spill clean-up materials, personal protective equipment, drums containers, and related equipment inventories are adequate. Periodically review spill response protocols with facility environmental staff.
- Manage the compliance activities associated with Allied Aviation's JFK Major Oil Storage Facility (MOSF) license with the goal of attaining full regulatory program compliance and zero violations as it relates to the operation of the Bulk and Satellite fuel farms. The compliance program elements include tank inspections and repairs, tank tightness, and fuel line integrity testing and inspections, fuel hydrant pit inspections and repairs, secondary containment integrity inspection and repairs, geocomposite liner testing and repairs, and tank and fueling delivery system cathodic protection inspection, testing and repairs.
- Manage, develop, specify, procure, and administer the various environmental facility contracts necessary to comply with regulatory program specific requirements as they relate to the discharge of storm water, fuel recovery and remediation systems operation. Review, inspect, verify, and approve for payment all contractor related invoices. Authorize emergency and extra work when required. Develop, procure, execute, and provide administrative oversight for a facility contract to clean, remove, and dispose of waste material from facility catch basins, exterior trench drains, and storm water manufactured treatment devices.
- Support JFK capital program management as it relates to critical airport infrastructure rehabilitation, improvements and mitigation projects. Support AMMP projects involving fuel farm infrastructure and fueling facility rehabilitations and repairs.
- Support environmental sustainability initiatives.
- Provide operational support during snow and other weather-related emergencies.

Minimum Qualifications |
- Bachelor's Degree in Engineering from an accredited college or university.
- Minimum of 8 years, progressively responsible experience in oversight of environmental regulatory obligations (SPDES, MOSF, PBS, SWPP, etc.), technical and regulatory administration, conducting compliance site inspections, reviewing and analyzing environmental data, responding to environmental emergencies.
- Demonstrated experience organizing a demanding workload in a tight timeframe.
- Demonstrated ability to establish comprehensive, detailed plans with specific timelines, milestones, and deliverables necessary to meet regulatory requirements.
- Demonstrated problem-solving, analytical and decision-making skills.
- Strong, proven oral and written presentation skills.

- Demonstrated ability to communicate complex technical matters to lay audiences.
