About the Role |
Aviation Redevelopment is currently seeking a Program Manager to be part of the planning effort for the replacement of Terminal B at Newark International Airport (EWR), as well as early action support facilities, and infrastructure modifications. Terminal B opened in 1973 and in 2023 it handled 12.7 million annual passengers, almost doubling its original design capacity of 6.8 million. Terminal B is nearing the end of its useful life. It will require replacement to meet future forecasted passenger volumes as well as the PA’s vision of a world-class facility and an enhanced passenger experience. Reporting to the Senior Program Manager, this position is a vital member of the EWR Redevelopment team serving as a key business ally in advancing program planning for the airport’s redevelopment. The individual must be able to understand the complex business partnerships that cover construction schedules, programs, phasing, and legal agreements. The selected candidate is responsible for conducting in-depth analysis of issues and will meet regularly with external stakeholders, EWR facility staff and engineering technical leads to ensure resolution of issues. Additionally, the selected candidate will guide the various projects through the Planning and Design process. The selected candidate will routinely develop written products, including legal exhibits, meeting minutes, procurements, internal and external communications, and presentations. This individual will manage in-house and consultant staff to assist in the performance of these duties |
Responsibilities |
Specific responsibilities include, but are not limited to: - Day to day project management including but not limited to: project planning/initiation, site visits, attending and organizing meetings, resolving technical issues in coordination with Facility and Engineering technical leads, and other stakeholders.
- Managing the technical team to progress the Program’s planning and design activities and providing guidance and direction in coordination with the Senior Program Manager.
- Shepherding and facilitating planning in coordination with consultants performing NEPA and environmental reviews for the Program.
- Drafting high quality MJs, Board items, briefing folders, and presentations, ensuring that all project related information is current and accurate as required.
- Monitoring and tracking all milestones and deliverables and ensuring timely completion of projects within scope, schedule, and budget.
- Navigating project complexities, anticipating stakeholders’ needs, and developing potential mitigation solutions.
- Continuously communicating and coordinating with other Program Managers leading other Redevelopment projects.
- Assisting the Senior Program Manager and Program Directors in accomplishing the program’s day to day tasks and responsibilities.
- Providing periodic reporting to various teams, including executive management.

Minimum Qualifications |
Candidates must present the following qualifications to be considered eligible for this position: - Bachelor’s degree in engineering or architecture from an accredited college or university.
- Minimum of 7 years of progressively more responsible experience in the Architectural, Engineering, Construction or Planning fields.
- Experience setting priorities, managing risks, and coordinating activities.
- Experience providing oversight for consultant architectural, engineering and construction services on complex project.
- The successful candidate must be able to pass a fingerprint-based Criminal History Check as mandated by 49 CFR 1542 and will be required to obtain and maintain an airport Security Identification Display Area (SIDA) ID card. SIDA access and airfield driving, and escort privileges also require SIDA training and successful completion of a SIDA test.

Desired Qualifications |
Ideal candidates will present the following: - Previous Transportation, Aeronautical construction experience, and management of airport projects.
- Mechanical Engineering degree or experience in the area of Combined Heat and Power plants or Central Heating and Refrigeration Plants for large campuses.
- Demonstrated leadership, problem solving and conflict resolution skills.
- Excellent interpersonal skills, including demonstrated experience interacting with executive management and construction professionals.
- Excellent verbal and written communication skills with the ability to produce clear and well-structured memos, narratives and presentations.
- Excellent judgment and ability to grasp complex subject matter and communicate succinctly to technical and non-technical professionals.
- High comfort-level with facilitating discussions between multiple stakeholders with multiple opinions and experiences.
- Knowledge of the organization’s structure, policies and procedures.
- Ability to develop complex strategic plans that achieve major business goals.
- Demonstrated experience organizing a demanding workload with the ability to work in a high-pressure environment with multiple tasks due in a tight timeframe.
- Demonstrated proficiency in effectively persuading, influencing and negotiating with individuals at various levels of the organization to achieve desired outcomes.
- Demonstrated ability to establish comprehensive, detailed plans with specific timeframes, milestones and deliverables necessary to meet or exceed project goals.
- Demonstrated experience with, and knowledge of, governmental procedures and capital authorization processes related to project development, implementation and management.
- Demonstrated experience managing design/construction projects at an active operating facility.
