About the Role |
Reporting to the Deputy Director, Port Department, the selected candidate will provide expert guidance, strategic planning, and formulation and development of internal policies, practices, and standards, in support of departmental policies, objectives, and goals. S/he will also identify, analyze, and prepare responses and recommended courses of action, to external legislation, rulemaking, policies, and/or proposed regulatory initiatives that impact local Port operations or regional, national, and international supply chain systems. |
Responsibilities |
- Identify and interpret international and national logistics and transportation trends to evaluate and address impacts to regional transportation networks.
- Act as technical advisor and internal consultant responsible for analyzing departmental program effectiveness, efficiency, and other key parameters.
- Recognize critical requirements and vulnerabilities for/to port operations and supply chain fluidity and develop strategies to enable or mitigate those factors.
- Develop data-driven solutions to efficiency and operational challenges, converting raw data into actionable decision-making models.
- Represent the Port Department in external events, meetings, and discussions.
- Resolve complex Port issues involving stakeholders and political dimensions with tactfulness and competence.

Minimum Qualifications |
- Eight to ten years of relevant experience in maritime, planning, operations or project management.
- Bachelor’s Degree or higher in Transportation, Logistics, or related field from an accredited college or university.
- The selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security.

- Demonstrated experience in recommending and implementing courses of action on major business issues.
- Ability to develop and maintain solid working relationships with a wide range of external and internal stakeholders, including senior-level management and operations staff.
- Superior oral and written communication skills, with demonstrated experience in working effectively as part of a multidisciplinary team.
- Strong interpersonal skills and the ability to be persuasive with staff at all levels.
- Strong analytical, problem-solving, and decision-making skills, and the ability to present findings in a clear, concise manner.
- Experience supervising and delegating staff workload and assignments.
